Currently, the domestic and international literatures on industry cluster evolution analysing from the industry network angle are still less. But this research think that industry cluster is a kind of industry network of the district, it goes through the location choice, the space agglomeration, forming network and acting each other .For this, this research adopts the research method of separation, taking the industry network as emphasis, try to set up an analytical research frame that includes the district factor, the space agglomeration, the industry network and behaviors of the manufacturers (DCNC).The purpose of this research lies in:1,discussing the factors that affect the space agglomeration of IT industry.2, discussing the space agglomeration how to affect the industry network.3, discussing the space agglomeration how to the affect manufacturer behavior.4, discussing the industry network how to affect manufacturer behavior.Accroding to the research of Porter (1993), This research divide the factors that affect the IT industry space agglomeration into high-quality human resource, technique resources, capital resources, infrastructure and agglomeration economics and put forward the hypothesis 1-4; According to the research of Burt(1992) and Joscph Cruz & Atam , it put forward the relation hypothesis of the space agglomeration and the industry network for hypothesis 5-8; According to the research of Pouder & John(1996) and Sull (1999), it put forward relation hypothesis of the space agglomeration and manufacturer behaviors for 9-11;According to Aidrich(1994) and Tucker & House(1996),it put forward the industry network and manufacturer behaviors relation hypothesis for 12-14.According to the hypothesis, this research sets up four theory models and then proves them on mathematics firstly. Then to take Taiwanese businessman who are engaged in electronics manufacturing industry in Dongguan as examples, using stratified random sampling method to select 145 electronic manufacturers from the total sample 653 as investigation object, By designing, trying to fill the questionnaires, revising the questionnaires and issue them, recovered 128 of questionnaires totally, among them, the amount of valid questionnaires are 115, the valid recovery rate is 79.31%.Carrying on the Pearson related analysis, the canonical analysis, thesimple regression and multiply regression in SPSS for WINDOWS 12.0 statistics software, we find :1, four regional factors affect the space agglomeration of IT industry markedly, particularly for capital resources and infrastructures.2, the space agglomeration affects the industry network markedly.3, the space agglomeration has no evident affect to manufacturer's behaviors.4, the industry network affects manufacturer's behaviors evidently.
