There have been various contending views among scholars as to the guidelines of the U.S. National Security Strategy (NSS). We assert in this paper that nationalism is the sole foundation for these guidelines, and only through the perspective of U.S. Supremacy can we best interpret the U.S. National Security Strategy. For the U.S. as a nation, the understanding and acceptance of its values and institutions have been not only the fundamental reason for its formation as a nation, but also a determining force for its views as to the outside world. The history of the U.S. spreading to the outside world has also been a history of the U.S., led by the ideal of U.S. Supremacy, seeking its central position in world power politics. Through the analyses of the U.S. National Security Strategy Reports (NSSRs), we can conclude in this paper that throughout the whole history of the U.S., it has always emphasized the supremacy of its values, the legitimacy of its dominance over the rest of the world, as well as the importance of its power towards any other nation.This paper is structured as follows Chapter one is devoted to the analyses of nationalism as a guideline to the U.S. National Security Strategy and providing a theoretical foundation for further discussions; chapter two examines the development of U.S. Supremacy as an ideal from a historical perspective. Based on the actual text of NSSRs, chapters 3, 4 and 5 then analyze the concept of U.S. Supremacy to reveal the essences of U.S. National Security Strategy (NSS) from the perspective of concrete foreign policies.This paper is intended to combine theory, history and policy to delve into the ideal of U.S. Supremacy. This paper concludes that American values are central to U.S. national interests, and safeguarding American values and lifestyle identifies with safeguarding its fundamental interests.This paper tries to show that whether they are liberals or conservatives, all American presidents have been adhesive to U.S. Supremacy; their differences are only of tactics. From the beginning till the end of the Cold War, American strategic logic had always been the same. That is, the U.S. occupies a uniquely dominant position in the world with its values superior to those of others; therefore, the U.S. permits no challenge to its strategic power from any other global power centre. U.S. Supremacy is of central importance to issues arranging from ascertaining national interests, assessing foreign threats, building up military might, controlling strategic resourcesand oceanic pathways to the strategic line-up of major world powers. In essence, international institutions, major power cooperation and alliance regimes are for the U.S. tactical and only of pragmatism importance.
