Through the quantitative and historical analysis of the Non-Governmental Investment in China, the paper describes the detailed increase of Non-Governmental Investment, and considers that, with the establishment of China's socialist market economic system, the investment system, in which the market is used as a basic means to dispose resources, has been primarily formed in China, thus the market factors, instead of the restrictions of traditional economic system, have become the main influences for Non-Governmental Investment. Further more it poses two positive factors and four negative factors and gives out four policy suggestions as follows: Renewing ideas, breaking monopolization, perfacting raacroeconomic adjustment and reforming finince systems.
