| According to the historic analysis framework "of the Rise of the West World, this paper divides the institution transition of China's banking system into several stages and gives a detailed analysis to each. Taking advantage of contract analysis and comparative institutional analysis, this paper describes the institutional transition panorama of banking sector with a focus on the relationship between government and banks. We must understand China's bank institutional transition through the following three issues: resumption of information screening function, elimination recessive guarantee and resolution of banking reconstruction. On the basis of comparison between financial institutional theories, the paper gives its remark about ownership reform and points out the reform direction, that is, the establishment of governance system cogent with the characteristics of banking industry. Besides, this paper also discusses the private banking innovation under the globalization trend.
