Abstract/Summary:
It brings great pressure to cities hydro-environment, that the concentration of economic activities in cities and the cycling of material, energy among cities life system. The situation which influences cities political stability and economic development, contributes to the governments emphasis on economic development instead of both economic development and hydro-environments improvements, water resources management and so on according to local conditions and reasonable expectations. The scarcity of water let alone water pollution causes enormous financial losses of cities, because the important role of water in industries. Therefore, cities hydro-environment is the key to the environment and development of cities.The choose of the topic Hydro-environment Improvement and Cities Economic Development in China as my doctors degree dissertation imposes me great pressure, along with the responsibility and divinity becoming stronger and stronger. Above all, hydro-environments improvement is a topic not only about economics but also about geography, engineering, politics and so on. My basic ideas in this paper is: according to the knowledge in deferent fields mentioned above, adopt economics analysis method based on economics analysis fundamental principles, to form a applicable and reasonable science frame and model, and suggest some solutions further. In writing this article, I was always try to express the basic content and the innovation by using less non-economic phrases, and applying more economics analysis methods. And the description cant avoid relations to the knowledge in deferent fields mentioned above for the reason known. In the paper, I discuss the necessity, possibility and economic, social benefits of increasing water storage firstly basing on the facts of the scarcity of our country. Then, I analyze the macro-management of the countries water resources in detail, the reasonable exploring, semi-market relocation, price, fulfill method and management system. My proposals include: change the traditional management system to the one based on demand, adopt the discriminating price method of water and trading system of water property which is biased on semi-market relocation of water resources.Every aspect in this article deserves further study as a topic for its relative content. The author emphasizes hydro-environments improvement, cities economic development accordingly and the demand management of water resources, by economics analysis instead of engineering and technical description, to realize the recycling of water in cities and the healthy development of cities economy.
