OneThe political systems of Hong Kong and Macau special administrative regions have broke the political system of "one country, one system" of our country. New kind of political system that is combined by the integrate politic system of the central authorities and the pluralistic political systems of the local administrative regions has been formed, which we called political system under "one country, two systems".Under conditions of "one country, two systems", the central authorities and the provinces, the autonomous regions and the municipalities directly under the central people's government will still uphold the system of people's congresses, whose resolution and executive power is integrate, while its structure formed by government, court and procuratorate. The special administrative regions uphold the political systems, whose executive power dominant, executive and legislative cooperate and restrict each other, judicial independent. The political systems between the central authorities and the regions exist intrinsic relationships and differences, so they need to be grinded to be coordinated continuously. The process of grinding by them is actually a process that they coordinate contradictions, reduce frictions, adapt each other, and also a process that learn from one's strong points to effect own weaknesses. Through the grinding of the two kinds of political systems continuously, we can guarantee the two kinds of political systems coexist long-term, develop together, and make the socialist democracy more mature and more perfect.Regarding the different understandings of the academic circles in domestic and foreign on the conception of political system, this thesis define it the expression of the basic political institution of our country, which is a kind of concrete political system. The system of people's congresses is the realization of the people's democratic dictatorship which is the basic institution of our country, as well as one of the basic systems of the concrete political systems.This thesis focuses on expounding the relationship between the central authorities and the special administrative regions from four aspects: legislative, executive, judicial and party.TwoThe National People's Congress and its Standing Committee exercise the legislative power. They are the legislatures of our country. They exercise the power of enacting, amending and interpreting the Basic Law, prescribing the other national laws which must be applied in the special administrative regions and supervising the regions to carry out these laws. The legislative councils of the regions exercise the legislative power of its own autonomy. Laws enacted by the legislature must be reported to the Standing Committee for the record. If the Standing Committee considers that any law is not in conformity with the Basic Law, he may return the law in question to make it immediately invalidated. Legislative activities of the central authorities and the regions, as well as the supervise activities of the central authorities may bring about contradictions because of the intersection of their function. We must coordinate well several relationships in practice as follows: First: legislative power of the central authorities must be within the strict limit permitted by law.
