| National Mobilization is the main way of rebuilding Wenchuan earthquake. A social impact assessment on the rebuilding of "Wenchuan Earthquake" shows that rebuilding on earthquake stricken area improved the legitimacy of central government. At the same time, such rebuilding damaged the legitimacy of local government.Firstly, National Mobilization improved the legitimacy of economy basis of central government. National Mobilization includes mandatory regulation in system, such as the target aid, organized unite donates, etc., and setting examples outside system, such as encourage civilization to contribute money. National Mobilization emphasizes devoting large money to rebuilding the earthquake-afflicted area, accordingly, finishing the rebuilding as soon as possible and surmounting the past. Thus, the earthquake stricken area changed from an underdeveloped area to a both beautiful and modern area in 3 years. Secondly, National Mobilization improved the legitimacy of performance basis of central government. During the earthquake emergency aid course and earthquake recovery course, central government tried its best to promise justice and wishes, such as providing food and water, medical treatment and temporary earthquake shelters freely, etc. however, National Mobilization damaged the legitimacy of local governments. Firstly, that the devoted money by local government seems pretty little compared with the money devoted by central government leads to local governments' financial investment were ignored by the public. That the effort made by local governments on rebuilding looks trivial compared with target aid cities leads to local governments' effort was underestimated. Secondly, the flaw of system leads to the crisis of governance during the rebuilding. Lacking of supervision leads to the corrupt phenomenon and the officials purchasing the self interest, etc.The decrease of legitimacy of local government may result in increase of social conflict. |
