Ruling idea is the rational understanding and value judgment of a ruling party about all her ruling activities. It is the integral considerations of a ruling party about for whom to rule, depending on whom to rule and how to rule, and it is also the overall understanding of the correlative ruling policies, concrete ruling measures and ruling methods adopted in order to realize the ruling idea of a ruling party. It is the ruling purpose and guiding thought based on the understanding of ruling laws, and the basic principles directing the ruling activities of a ruling party."Ruling idea" was firstly put forward by comrade Hu Jintao on June 29,2004 at the group study among the members of the Political Bureau of CPC about strengthening the Party's governance capability. It constitutes the theoretical system of governance along with ruling foundations, ruling strategies, ruling structures, ruling patterns, ruling resources and ruling environment and plays a fundamental role in the theoretical system. This role determines its important functions:ruling idea is the value orientation and thought foundation of ruling activities and the important condition of acquiring ruling legality. Scientific ruling ideas are the important basis of formulating the basic line, principles and policies. It can immensely strengthen our party's ability of political mobilization. For a ruling party, without advanced ruling idea, her ruling activities are probably discretionary; her governance capability and level may not be high and thus she is not likely to be sincerely supported and accepted by the objects she rules. Ruling ideas that can not reflect the requirements of the development of China's advanced productive forces may probably lead to the violation of socioeconomic development rules and governing laws and to the divergence from the direction of era development. Than it would jeopardize the ruling position, weaken the ruling foundation and worst of all, deprive the ruling party of her reign.Correct theories do not come into being and develop out of nothing. The ruling ideas put forward by Chinese communists have their profound theoretical foundation and practical basis.As for its theoretical origin, the human development theories of Marxism that human beings play the main role in the process of social development and the ultimate direction of human development is the realization of free and comprehensive development of individuals are the direct theoretical source of the ruling ideas of the Communist Party of China. Meanwhile, the reasonable absorption of western humanism and the critical inherence of people-based thought in traditional Chinese culture and especially the thoughts of civil rights, people's livelihood, etc are also the thinking material of our party's ruling ideas.As for the practical basis, the ruling ideas of the Communist Party of China develop and involve on the practical basis of Chinese revolution, modern construction and reform and opening up as well as scientific development. The Communist Party of China keeps constantly develop and carry out her ruling ideas from the local governance in the period of revolutionary wars to the nationwide ruling after the establishment of new China. In the period of new-democratic revolution, our party established the local power regime by armed struggle. Through enhancing the construction of revolutionary base areas, mobilizing and educating the masses, rallying all the forces available and continually strengthening and perfecting the laws and regulations, our party commenced the local ruling activities. The local ruling activities of our party not only provided the revolutionary struggle with material guarantee, but also accumulated valuable experience for the overall ruling of our party.The establishment of the People's Republic of China indicates that the Communist Party of China transformed from a revolutionary political party leading the masses to seize power through armed forces to a ruling political party in charge of the national regime on behalf of all the people. The ideas of our party also transformed from the revolutionary ideas of a revolutionary political party to the ruling ideas of a ruling political party. This fundamental transformation presented a new test of our party's objectives and tasks, policies and strategies, patterns of activities and capability of leadership. After the Third Plenary Session of the Eleventh Central Committee, the Chinese communists, represented by Deng Xiaoping, conducted a comprehensive and new exploration of the ruling ideas of our party. It was made after profoundly summarizing both positive and negative experience and lessons after our party came into power, and were in accordance with the actual situation of our country and the changing international circumstance, and were closely centered on "what is socialism and how to build up socialism". Based on the ruling idea of "serving the people wholeheartedly", our party further put forward the objective and request:"Allow part of the people to get rich first and these people motivate the rest until achieving the common prosperity." After the Fourth Plenary Session of the Thirteenth Central Committee, the third generation of leading collective, with comrade Jiang Zemin as the core, further developed the ruling idea of our party, according to the national conditions of our country and the constant changes of the worldwide circumstance and centering on the significant historical issue of "What is development and how to develop?" They put forward the ruling idea of "representing the fundamental interests of the overwhelming majority of the Chinese people." and conducted the theoretical and practical exploration and development, enabling the ruling ideas of our party to be further developed and perfected in the 21st century. After the Party's Sixteen's National Congress, the new collective of leadership with comrade Hu Jintao as the general secretary further deepened the understanding and study of the ruling ideas of our party in the 21st century, centering on the new topic of "What is development and how to develop?" Because insisting exercising governance for the people is the judging criteria of getting out of the "examination" of historical cycle, and is the fundamental requirement of scientific governance of our party, it is conducive to the consolidation of the party's ruling status. Adhering to exercising governance for the people is to require that all the responsibility of our party is to fight for the interests of the mass. Therefore, wining the trust of people is the foundation of the ruling of the Communist Party of China; maintaining the interests of people is the responsibility of the ruling of the Communist Party of China. After 90 years' exploration after the establishment of our party and over 60 years'practice, the ruling idea of exercising governance is becoming increasingly mature and is being integrated into all sorts of works of our country and party, becoming the basic idea guiding the smooth operation of various works of our country. Meanwhile, our party has found a correct way of exercising governance for the people which is to adhering to scientific ruling, democratic ruling and ruling according to the laws, thus truly realizing exercising rights for the people, loving the people and generating benefits for the people.The ruling ideas of the Communist Party of China is a complete theoretical system, including the idea of aim which intends to serve the people wholeheartedly, assume the power for the people; the idea of power which claims that all power is granted by people; the idea of power operation which advocates democratic ruling, scientific ruling and lawful; the idea of values which emphasizes the People's Congress system, the Multi-party Cooperation System led by Communist Party of China and the Chinese People's Political Consultive Conference system; the idea of target which insists on the road of socialism with Chinese Characteristics. They are theory achievements gained by the combination of the Marxist party theory with specific conditions of the construction of Communist Party of China and the construction of the socialism with Chinese characteristics. They are also outstanding contributions that the Chinese Communists made to the international communist movements and the scientific socialism theory system.The ruling ideas of our party have undergone a process of continuous exploration, progressive intensification and gradual perfection, which agglomerate the political wisdom of our party's collective leadership of several generations, all the party members and all the ethnic peoples around the nation. With the profound changes of the conditions of the world, the nation, the people and the Party, our party has to continuously lead all ethnic groups in the country to impel the modernization of socialism with Chinese characteristics, to achieve the ambitious goal of building a well-off society in all aspects and a harmonious society. Therefore, the Party has to emancipate the mind and innovate the theories and the ruling ideas. We have to firmly adhere to the nuclear leadership of the Communist Party of China, the organic combination of scientific governance and democratic governance and the law-based governance; we have to correctly tackle the relationship of the organs of the state power and legislature; we have to respect the position of the masses. Only by exploring the law of ruling consistent with China's national condition, further completing the ruling system, making sure administration for the people, focusing on the advanced construction of the party and its administrative capacity, enhancing the ability to resist corruption and moral degeneration and withstand risk, unceasingly the improving the style and art of leadership and governance, can we make our party step across the periodical law of the history development, always keep youth, fill with vigor and be the vanguard both of the Chinese working class and of the Chinese people.
