The Study On The Associative Council For The Puppet Manchuria State

The Associative Council for the Puppet Manchuria State is a state organization established by the Japanese invaders and local Chinese traitors in the Puppet Manchuria State when Japanese were occupying the North-east China. It came into being and met its end together with the Puppet Manchuria State. Local Chinese people nicknamed it as"scorpion and tiger council"or"associative bad guys'party", whose Chinese pronunciations are the same as that of the Chinese characters for"Associative Council". This organization has brought great affliction to the people living in North-east China and left very bad crimes during the Anti-Japanese Period.The Associative Council for the Puppet Manchuria State was formerly known as the Associative Party for the Manchuria State. The Associative Party was founded by Shankouchongci and Xiaozekaizuo (Chinese translations for the Japanese names), who played very important roles in"Youth League in Manchuria State"which functioned as a tool for the invasion of Japanese Guandong Army. The Associative party was meant to fool and enslave the people living in Northeast China by infusing into their mind the ideology for colonialism, which was known as"the spirit for founding a state"and"the acculturation of different nationalities", in order to stabilize the ruling of Japanese and the puppet government and realize"a state founded on ideology". But the chief commander of Guandong Army Benzhuangfan was against party ruling, so he set to reorganize the"Associative Party". In 25th July, 1932, under the direction of Guandong Army, it was changed into the Associative Council for the Manchuria State, so that it could not interfere with the government's rule or take over the rule.In the early stage of the Associative Council's development, it laid much emphasis on organization and structuring; its institution was differentiated into three levels, respectively the central institution, provincial department and county offices. This three-level institution was meant to fit with the three-level administration of the puppet Manchuria State's government. Ostensibly, the Guandong Army let Chinese people take most leading positions, but in fact the real power was in the hand of Japanese. For the development of membership, the Associative Council took the principle of"elites'party"; it used many dirty means to persuade people in all walks to join the Council. When establishing the branch councils of Associative Council, at first a monadic method was used, but later it was replaced by a dualistic method. According to the need of the puppet Manchuria government for stabilizing the colonial rule that had just been established, the Associative Council organized Council Assembly to make a democratic appearance to fool the Northeast people in order that they might advocate the puppet government of Manchuria State, But in fact the Council Assembly did not had any real power in solving any problems. Furthermore, the Associative Council infused into the local Chinese's mind the ideology for colonialism, which was known as"the spirit for founding a state"and"the acculturation of different nationalities", in order to educate Northeast people into slaves. These propaganda and education works were meant to fool the Northeast people so that the Japanese can consolidate their rule in Northeast China. Therefore, in the early period of its development, the Associative Council functioned as a tool for propaganda works to support the political rule.When the Associative Council developed into its middle stage, Japanese invasion into China deteriorated with the Lu Gou Bridge Incident. When Nancilang and Zhitianqianji (Chinese translations for the Japanese names) were the commanders of Guandong Army, they both laid much emphasis on the development of the Associative Council; they tended to extend its functions. In order to meet the need for the expansion of Japanese invasion and economic plundering and to better take advantage of the Northeast as a base for the war, the Associative Council made a full reformation, not only enhancing its institution, but also perfecting its functions. Zhitianqianji made a declaration that confirmed the Associative Council's nature and its relationship with the puppet Manchuria State. As the only political body officially founded in the puppet Manchuria State, it became an important tool for Guandong Army in exerting colonial rule over the Northeast people. It exerted ruling functions together with the puppet Manchuria government, serving as a ruling arm of the government. It reactionary function was just less than the puppet Manchuria government. Its membership development changed into a"public principle", and its branch councils'development was changed, being based on regions; these changes resulted in a fast increase of its members and a fast development of its branch councils; it became much more"public". The Council Assembly also got perfected with some regulation and reformation. In order to meet the need of a new era, the Associative Council launched the campaign that was meant to"raise the citizens'spirit", but in fact was to further educate them into slaves and supporters of Japanese invasion. At the same time, the Associative Council also launched an anti-communism movement, which also shows its extremely reactionary nature. The Associative Council also forced Northeast people to donate money for the Japanese invasion to purchase battle planes. The war increased the need for manpower, especially young people. In order to enhance the military control and enslavement of young people, the Associative Council launched"Citizens'Organization movement". In the middle period of its development, apart from still functioning as a propaganda tool, the Associative Council also played an irreplaceable role in controlling and enslaving the Northeast people, and exploiting them as human resource for the war.During the late period of the Associative Council's Development, Japan began the Pacific War. In order to further satisfy its needs for expanding the war, Japan completely transformed Northeast China into a"Northeast Asia War Base"where it could cruelly oppress, enslave and exploit the people and crazily plunder the wealth. The Associative Council was once more regulated for the new development of the war. Officials in the puppet Manchuria State government also took leading positions in the Associative Council or its branch councils according to their respectively positions in the government. This so called"associated"and"dualistic but integrated" management system was helpful for unifying policy making in realizing Japan's fascist rule over Northeast China. With the war being deteriorated, in order to further enhance the control and enslavement of the Youth in Northeast China, the Associative Council organized the Associative Youth Group and the Loyal and Brave Team. The development of the membership of the Associative Council was still based on the"public"principle, and branch councils were restructured and expanded. The Council Assemblies on all levels were made more fraudulent and political to meet the situation at that time. The council Assembly is the biggest political lie; it never really changed any policies of the puppet Manchuria government. In order to complete the"Northeast Asia Holy War", the Associative Council continuously developed youth activities and activities organized by the Loyal and Brave Team, and it launched so called"self-supporting movement in rural areas"and"citizen's saving movement"in order to further plunder the wealth of Northeast people and enslave them to serve for Japanese. Furthermore, the Associative Council continuously extended the"Citizens'Organization Movement". Citizens living under county level areas were organized on the basis of the assurance between neighbors; in this way, Citizens'Organization was extended to cover the whole state, which meant the control and enslavement of Northeast people had come into their extremes, because the newly founded citizens'organization based on the assurance between neighbors was the most basic. Moreover, the Associative Council also established development department councils, technological department union councils in order to widen its control and enslavement of Northeast people. Under the direction of the need for the war, the activities of the Associative Council fully showed that it was always supporting and cooperating with Japanese in the war. In the late period of its development, the Associative Council's organization and functions were developed into their extremes, which also meant that its oppression, exploitation and enslavement of the Northeast people and its plundering of resources had come into extremes. The Northeast people hated the Associative Council very much. With the surrender of Japanese at the end of the war, the puppet Manchuria State mets its doom, so with its tool, the Associative Council for the Puppet Manchuria State.From the history of its 14 years of existence, we can see it was a result of the Japanese invasion of China's North-east. It was a reactionary body strictly controlled by the Japanese Guandong Army from the very beginning to its end. The Associative Council was not only an political tool of the Japanese for fooling and enslaving the North-east people, but also an accessory of the puppet Manchuria government in realizing colonial ideological control and fascist colonial rule of Japanese over the North-east China. It was the only"nation-wide"official political organization associated with the government in the puppet Manchuria State.This thesis describes the foundation, organization institution and its expansion, its criminal activities, and its functions. From this thesis we can see that: 1) The Associative Council had been operated and controlled by the Japanese Guandong Army from the very beginning to the end and its fate was in the hand of Guandong Army. The historical truth of the Associative Council for the Puppet Manchuria State also showed that Guandong Army was the Supreme ruler of the puppet Manchuria State and Pu Yi was just the puppet of Japanese, and Manchuria State was just a puppet state under the colonial oppression of Japan. 2) The Associative Council for the Puppet Manchuria State was a political society; it had administrative functions, but different from the puppet Manchuria government. Together with the government, it served for the Japanese colonial control. The reactionary role played by the Associative Council was just under that played by the government. 3) The Associative Council for the Puppet Manchuria State came into existence with the foundation of the puppet Manchuria State; it developed with the colonial rule and finally collapsed with it. It helped Japanese in their crimes and was doomed to disappear with the end of the puppet Manchuria Sate. 4) The Associative Council had done many serious crimes in the history of Northeast China, brought much affliction to the people.At the present time when human being has welcomed a completely new era-----the 21st century, the purpose of exposing the history of Japanese invaders'oppression and enslavement of Chinese people with the help of the Associative Council is to"learn from history and look into the future".
