A Study On Ethnic Problem Of The Republic Period And The Ethnic Policy Of The Republic Government

This paper intends to do research from perspectives of macroscopical and microcosmic, historical and realistic, and with the combination of theory and practice, by making full use of the historical literature, and applying ethnology theories and historical hermeneutic and analysis method, policy analysis method of politics, and comparison with synthesize study methods etc.; According to the process of China Republic's establishment, this research impersonally and systematically discusses various ethnic policies of the Republic Government period, with the evolution of historical stages as the vertical line, development and the perdition, and following the practical and realistic principle; This article observes, analyses and compares these policies, and reviews their advantages, disadvantages and historical function; On the basis of select past studies, it expatiates standpoints on Republic Government and ethnic policies from author's point of view, and summarizes historical experiences and lessons which are of great value nowadays.This research consists of the exordium and eleven chapters. Among them, the exordium part primarily introduces research survey, existing problems on Republic Government and ethnic policies which have been discussed by the academe, and the meaning, contents, method, data etc. of this research;The first chapter mainly explores the ethnic problem and border area crisis in late Qing dynasty and early Republic of China and some contestations concerning ethnic problems; Chapter 2 mostly probes into and historically summarizes the process of formation and development of Sun Yat-sen's national ideology; The third chapter is about ethnic policies of Nanking provisional government; Chapter 4 elaborates ethnic policies under the reign of the Northern Warlords Government. The content of Chapter 5 to Chapter 10 is about ethnic policies of Nanking government, which are discussed by topics; Chapter 5 mainly deals with Chiang Kai-shek's National Ideology and the historical development process of ethnical policies during Nanjing Nationalist Government period; Chapter 6 primarily introduces the political management system of national minorities during Nanjing Nationalist Government period; Chapter 7 mostly demonstrates the ethnic minority policies implemented by Nanjing Nationalist Government; Chapter 8 primarily points out the minority economic management system and northwest development policy of Nanjing Nationalist Government; Chapter 9 primarily discusses the national minority education, cultural policies of Nanjing Nationalist Government; Chapter 10 presents Nanjing Nationalist Government's religion policies; The last chapter is the summary of this study which sums up characteristics of Republic Government's ethnic policies, and their success and failure, influence and lessons, and the author also analyzes "Nationalism", "Chinese Nation", and the development of Republic Period.In the general, this article makes a discussion and theoretical analysis of the experience and lessons of different ethnic policies applied by Republic Government to find how various policies affect the stabilization of society, the development of economy, the strengthening of national defense, and the stability of boarder land and summarizes the interactional rules of the ethnic policy system and its various aspects inside diversified concrete politics, economy, culture, from which concludes historical experience and lessons which have an important value for modern society.
