This paper mainly uses the American archives, the Soviet archives, the archives of Kuomintang, the archives of the PRC and other references to discuss the development and evolution of the relations between the local CCP and Soviet Red Army authorities after the Soviet Red Army's presence in Lvshun and Dalian according to the Yalta Agreements and the Sino-Soviet Treaty of Friendship and Alliance. The Paper includes the preface, the concluding remarks and the body. Then the body includes 8 chapters.The Yalta Agreements and the Sino-Soviet Treaty of Friendship and Alliance is the starting points of the discussion of the theme, which assigned the location of Lvshun and Dalian. According to the two treaties, when the Soviet troops entered Lvshun and Dalian, the district would be under martial law. Therefore, through abserving the process of bargaining in signing the Yalta Agreements and the Sino-Soviet Treaty of Friendship and Alliance, the author would like to investigate the reasons that the Soviet Union did its best to occupy Lvshun and Dalian. This is the 1st chapter.In August 1945, The Soviet Union sent its troops to the northeast China. Then the troops arrived in Lvshun and Dalian successfully. How was the situation and the effect of the occupation after they arrived here? How was the relationship between the Soviet troops and the local powers? The 2nd chapter is mainly composed of the two parts. Actually, They were lax in discipline and disassembled the machines of the factories here. So people here were very disappointed in them. At the saime time, they supported the local KMT and the so-called vigilantes rather than the local CCP.The 3rd chapter analyzes the change in the attitude of the local Soviet troops. They refused the demand of the KMT for landing its troops in Lvshun and Dalian strictly and began to support the establishment of the regime of the local CCP, which told us that the attitudes toward KMT and CCP had changed quickly.The 4th chapter introduces firstly that the local Soviet troops was temporarily agreed the KMT could take over Lvshun and Dalian to relieve the the pressure in the foreign affairs. But the KMT didn't send the officials because of their safety. In fact, the local Soviet troops wanted to deliver Lvshun and Dalian to the local CCP rather than the KMT. They wre only going through necessary motions. So the local CCP made every efforts to strengthen its ligetimacy through Moving House Movement and Anti-Rape Liquidation Struggles.The 5th chapter introduces the process that the Visting Mission of the KMT which was attemped to inspect the situation in Lvshun and Dalian. We can see that the local CCP was in collaboration with the Soviet troops and prepared very fully to deal with the inspection of the CCP. So it returned to Shenyang after 10 days with no resuluts which marked the failure of the KMT's attempt to take over Lvshun and Dalian. In the collaboration, the relationship of the local CCP and the Soviet troops had reached a higher level.The 6th chapter discusses that everything had turned inside out since the Visiting Mission of the KMT left here and evoled into the events that Liu Shunyuan and Tang Yunchao retreated from the Dalian and Lvshun district, which was the turning point of the relationship between the local CCP and the Soviet troops. The local CCP held the October Metting to deal with the contradiction.The 7th chapter analyzes through the Party Consolidation Movement, the local CCP held the June Meeting to bridge the relationship after the October Meeting. Through the June Meeting, they unified the ideas inside the local CCP. The party members decided to cling to the local Soviet troops-based principle. Then they lauched the mass movement to premote the friendship between the local CCP and the Soviet Union by the Sino-Soviet Friendship Association. In November 1948, the local CCP and the Soviet carried out the currency reform. Hereafter, the relationship went on the right track.The 8th chapter mainly paid attention to the rules on the location of the Lvshun and Dalian district in the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance as well as its annexes. According to the treaty and its annexes, the Soviet Union gave up all the rights and interests in Dalian. At the request of the Chinese government, they would carry out the economic Sino-Soviet cooperation in Dalian and military cooperation in Lvshun Port. In March,1949, the Lvshun and Dalian Committee of the CCP was open to the masses.According to analysis of the top 8 chapters, the author is dedicated to look for the reasons that the local Soviet troops supported the local CCP rather than the KMT, conclude the tracks of the change and development of the relationship between them and the sufficient understanding of the significance that the Soviet Union imposed martial law in Lvshun and Dalian district.
