Efficiency Oriented Development——Investigation On The Theory And Application Of Plan Programming

According to the results of the Sixth national census, the average rate of China's urbanization has increased from36%in2000to48%in2011. This dramatic effort shows that the development of China's urbanization has entered the swift growth stage; and there are many Chinese features that need to be addressed, such as fast speed growth of urbanization, involving enormous of population, lower rates or number of resource per capita and etc. Those characteristics suggest that during the development of China's urbanization, the realities of China's planning invalidation are more complex and serious than the western developed countries. Planning is the pre-stage of city future development, planning invalidation is a world problem that has been existed for a long time. Nowadays, countries around world have been continuously investigating new planning compiling methods and programming to modify the phenomena of planning invalidation, such as importing the theory of strategic planning and concept planning, importing public participation and etc.. At present, those methodologies have been introduced to China, and accepted by Chinese planners. Researchers also have done numerous of theories and practical studies. However, in realities, there are still some questions need to be emphasized, such as at planning implementing stage, struggles between planning compiling and city development operating, and absence of economic feasibility analysis in planning compiling and etc.. Right now, some city planning participants have realized that it is necessary to import the idea of corporate investment operating into programming research stage, and to import realities consideration of city development operating planning programming into planning compiling, which now have been considered as necessary reinforcements of city planning. Due to the absence of relative theory researches in planning programming, planning programming industries are working on their own pass. In progress, unfolded planning programming projects are mainly focused on specific city real estate projects, instead of entire city planning and large scale regional planning, and there are certain shortages of practical studies in entire city planning and large scale regional planning. This shortages lead to many problems such as unclear definition, different concerning emphases, lack of rational analysis, inconsistent analyzing methods that caused biased economic feasibility analysis. Therefore, this paper tries to build a relative planning programming theories and methodologies system; illustrate relative planning programming concepts, characteristics, principles, and contents, by combining author's years'of planning programming practical experiences, to summarize relative specific detailed compiling methods and programs, and to form a framework of systemic planning programming, that are relative complementarity of planning designing.Planning programming is a new concept, it can be explained as the rational methodologies programming that can help city planning to achieve its future preinstall goals. In details, it combines theories such as application programming, rational planning, strategies research, city operating, and etc., using city competition and city operating as objectives, taking efficient planning implementing and diversified interests win-win as criteria, to present detailed entire city or regional programming solution and development strategies structures, and to conduct city planning compiling methodology system. Planning programming is to solve the problems which usually met in the traditional planning compiling, for example, traditional planning focuses more on technique and material spaces but ignores social economy realities. Planning programming reinforces the planning compiling processes by adding one specific study content. This specific content contains5five detailed programming contents:entire project orientation programming, core projects programming, development model programming, development stage programming, and entire cost-profit analysis.Planning programming is a synchronized process of planning compiling; it is a rational analysis tool that minimizes difference between planning compiling and planning implementing. The innovative points of this paper, on one hand, it builds up theoretical framework of planning programming, and presents detailed analysis of planning programming regarding to its necessity, connotation, characteristics, contents, and methodologies; on the other hand, this paper demonstrates detailed planning programming compiling methodologies and models with some suggestions from author's years of planning compiling experience, and structures planning programming tools such as projects'orientation tools, development model decision-making tools, cost-profit analysis approaches of planning purposes, and etc.. Therefore, planning programming compiling has its rules to follow, and has its sample to initiate or study. By using of specific case studies, denotes planning programming compiling and implementing methods.
