China mainly depends on domestic resources to implement priority development of heavy industry in the economic development strategy after the founding of the PRC in 1949. Along with it a large-scale exploitation of resources set up a group of Energy, Mineral and Forestry Base. The construction of these bases leads the development of local regional economic and the construction of industrial system. And then large number Resource-based Cities were constructed gradually which take the Resource-oriented Industries as dominant industry. The resource-based cities have made great contributions in promoting economic development and industrialization of China. However, after years of high-intensity resource exploitation, the Resource-based Industry in these cities began to decline because of the resources which depend on have been depleted or near depletion of reserves. In the 1980’s, some problems experienced in economic growth and industrial structure in these Resource-based Cities. In the 1990’s, the problem is more prominent such as the abnormal of the economic structure, the declining in rate of economic growth and the level of income, the deterioration of environment, the employment difficulties and other issues. A huge gap appears between the Resource-based Cities and the Resources-processing Cites, and between the resource-rich urban and the resource-poor urban in the procession of Reform and Opening up of 30 years in China. This kind of situation appears because these Resource-based Cities rely mainly on Resource-based Industry to support the city’s economic development. A series of economic and social problems in these Resource-based Cities seriously affect the local economic development and social stability. Therefore, how the Resource-exhausted Cities to achieve the revitalization of economic development through industrial transformation is the problem need to solve currently in China.This paper combines the theoretical and empirical analysis as the main research ideas. The research focused the description, evaluation and analysis on the economic development, the development and the conversion of industry in the Resource-exhausted Cities. The paper also several important problems including the industrial transformation, the labor re-employment, the construction of Social Security System, the ecological environment comprehensive management and so on. First, the basic concepts and theories related of the industrial conversion in the Resource-exhausted Cities were summarized, specifically including the theory and the recent status review, the concept of the city, urban economic development, the industrial structure development and conversion.Second, the paper selects 17 Typical Resource-exhausted Cities as research objects. Their economic development status, industry development and industrial conversion status were described, compared and analyzed, which is the core of text.Finally, several key issues in the process of industry conversion of the Resource-exhausted Cities in China, Which include the way of industry-construction adjustment and continuous industry development, the solution of labor re-employment problem, the construction of Social Security System, the reconstruction of urban function, the comprehensive treatment of urban environment and so on. This is the end result of this paper, which mainly explores the approach to solve the problem in the process of industry conversion in the Resource-exhausted Cities through summarizing the successful experience of industrial conversion in China and other countries.
