Modern China is undergoing a profound social transformation. With the change of society from overall 1 to dispersion, as well as the model of management changing to governance, the most critical consequences brought about by the changes are the reconstruction of social structure and remodeling functions of the social organizations. A large number of various non-governmental organizations have emerged, as the typical outcomes of society’s breaking up,which embody overall progress of society, and effectively promote the social harmony and stability as well. In the the dual demands of market economy development and the governmental functions transformation, as a non-governmental chamber of commerce organizations China Federation of Industry and Commerce (abbreviation FIC)has increasingly embarked on the "front" of the social and public administration. Relying on its unique advantages, It plays an important role on providing service, reflecting the aspirations, regulation practices and other functions,and has become the key forces to promot the economy and society development sustainabily and healthlly. In this paper, the author conducts social transformation as the basic background,uses Governance theory as a basic analytical framework, selects Federation of Industry and Commerce in B city as the research object, focus on the the mutual relationships of Governance Reform and FIC functions’changing regularity, and shows its structural characters and functional perform all-rounded.Through evaluating its public management performance, finally the author summarizes the root causes of FIC’s governance failure lies in its structural composition’s defects. Which concentrats on two main aspects. First, FIC is not only the people’s organizations,and also local non-governmental commerce,whose binary complex structure leads serious role conflict and objectives dislocated during its functional operation.The final result is FIC’s functions of both civil administration and economic service are weaken.The second is that FIC highly attaching itself to the party and local government has restrained its ability to enhance self-governance,causing FIC "no place"; "no power "and "no power" "no competence"in the governance system. FIC has a lot of difficulties in developing cooperation and coordination of external relations and buiding internal scientific and sound governance structure. Based on above-mentioned, the author believes that to solve FIC’s core problem of governance functions is to adjust the structure, changes the dual status of FIC, seperates its composite roles, so that to put FIC and civil commerce in their proper positions and develop parallelly. Either of them will have difinite governce status and be endowed with different management functions so that to achieve the target of "functions safeguading" and "development prompting ". Accoding to the existing administrative background and social structral characters of the city of B, after the reform FIC will act as a special political organization under the command of party committee.It shoulder the tasks to manage、guide and promote the development of civil commerce, that is through the united front of political, ideological education, policy guidance and other relative measures to promote healthy development of civil commercial associations. What’s more, FIC should actively strive for the coordination of developmental resources and eliminate barriers for civil commercial associations, help civil chamber of commerce effectively to "embed" in the local governance framework of party and government. Especially, to build the harmonious relations between the government and commerce, enhancing local public interest. The civil chamber of Commerce should reshape itself,as the civil economic associations, it should be serve members heart and soul and make an effort to enhance the competence of self-regulation、self-governance、economy serving and business management. Firmly relying on the guidance and coordination of FIC, to shape the external status relationship and internal governance structure reasonablly, so as to continuously demonstrate its unique governance functions in system of local public management.The full-text can be divided into five chapters.Introduction is the general description of subject and research process of the whole study.which Includes writing reason、the current literature review、the basic design of the research research value and etc. On the basis of the changes of administrative environment and Governance,the author believe FIC’s springing up is the result by deeply changing of the social structural relationship. At the same time it has highly influenced the process of public governance. According to the defects analysis of the present study, the author form the direction of research. Consequently,the author conducts a study design, clearly defines the basic object of study,reasonably choises the research methods、theoretical tools、analysis tools and so on. Finally to summarize the value and innovation of this article.Chapter I outlines and analyzes the characteristics of interactions between public governance and FIC. First of all, the authors explains the basic connotation and characters of public governance, and concludes public governance is a product because of administrative eco-environmental changes.it is just the mode of social management transits from ruling to governancing that exacerbates FIC and other private organizations to progressively become public administration subject. Secondly, the authors introduced FIC all-roundedly and sums up the characteristics of its role, indicates that FIC’s functions are developed and perfected following Governance carries forward. Finally, combining purport of the article, the author elaberates FIC’s deserved functions in the public governance system, highlighting the interactive relationship between FIC’s functions and governance development, and providing reference standards for evaluating the managemet performance of FIC of B city.Chapter II mainly explains the law of formation change and development of FIC in the city of B. First, from the diachronic and synchronic perspective, the authour reveals FIC’s history of the formation and the status quo of development, which focuses on the evolution process of its functions. Second, based on their development process to explore the management status and the development characters in the local governance system.The author regards that national policies, non-public economy, relationship between commerce and government and business needs have an effect on evolution of FIC’s function in the city of B jointly.ChapterⅢshows and evaluates condition of functions performing. The author used qualitative research methods and case description pattern, through field observations and unstructured interviews, full-view shows the situation of FIC’s management functions. According to FIC’s function location and structural composition, the author describes the different functions content of gerneral chamber of Commerce、subordinate chamber of commerce and the lower-level organizations. as the focal point of the functions performing, the author speacially interviews the leadership members of FIC、the secretary-general of trade associations and other responsible people, comprehensively collects of factors which affect FIC’s functions performing properly. Based on the information collection and combing, the author overall evaluates FIC’s public management capacity and functions operation. Results of evaluation is that FIC acting as the General Chamber of Commerce, who peoforming political executive functions far exceeds the economic service ones, that is to say FIC’s ability of business management is poor, it can not really become the "agent"of the members; As for the subordinate chamber of commerce, the capacity of the sele-principle is low and the types of service is scare, which can not act as the "club" organization to effectively provide high-quality and wide-ranging service.With regard to Lower-level organizations of FIC which are subject to the management system and resource constraints, the scope of services is more narrow, the service level is lower. All in all,the development of funcitons of FIC is falling behind the pace of economic and social development in the city of B, FIC has not been the true main body in public governance system yet.Chapter IV selects the analysis method of structure-function to explore the main causes of FIC’s funcitons performing. First, the author interprets the basic principles of structure and function involved and discusses of the fitness in the study of FIC’s function. This paper pointed out that FIC’s public management research must be placed into the local public governance system and closely rely on the existing governance structure.It goes without saying that the role structrue of FIC directly affects its function performance. Second, the author analysizes reality of the impact that the character structure drive the functional. Besides the the factors of non-public economy degree and level,the author believe that the basic reason that blocks FIC’s function operation lies in the dual role of a composite structure in the governmance system. Double Acting and attacing itself to the party and government to a high degree result in serious role-conflict and role strain,and that will inevitably lead to their capacity to govern is low and can not effectively enhancing its economy-service competence.In addition, FIC’s deficiencies of the structural role will make a seies of governance relationship resulting imbalance, from the positioning relationship exteral FIC are unable to effectively work togather with other governance bodies,as for the internal relationship,FIC’s system of organization can not operate smoothly and efficiencily, which hinders the FIC’s functions bringing into play.Chapter V is mainly focused on the issues of FIC’s reform and development. In order to crack the difficult problem of FIC’s governance, the article think it is necessary to reform the structure and innovate the system of organization. First of all, the author proposed the fundamental principles of the FIC’s reform. That is reform must be adapt to the ecological environment; to be placed in analytical framework of public governance theory; be combined the factors internal and external to achieve the system value at an effective level of integration. Secondly,the author explains the basic theoretical tool in guiding the reform of FIC. As a social self-organization, FIC’s reform can not be alienated from the theoretical framework of country-society relationships. Based on the social fabric of our reality, especially the relationship between government and chamber of the commerce, the author goes beyond and combines corporatism and liberalism, absorbes and integrates the advantages of multi-theoretical analysis, choose the embedness-autonomy theory to lead innovation and reform of FIC. The focus of FIC’s reform is placed on structrue adjusting and functions remodeling.The role of FIC and the chamber of commerce will seperated definitely and return back to their individual functions,so as to avoid FIC’s role conflict and role strain. After the reform, Role of FIC is specialized political organization under the command of the party committee. It is responsible for the chamber of commerce, through the means of policy guidance、ideological education、coordination and assistance to promote the chamber of commerce to obtain approval and support from party and government, eliminating a variety of obstacles on the way of its development,and at last,helping the chamber of commerce to embed in the local governance system effectively. On the other hand, chamber of commerce acting as a non-public economy autonomy organization will build separately, through adjustment of FIC and support of local government, it applies itself to constantly enhancing their ability of governance, providing various quasi-public goods for its member, and playing an important role in profession regulation interests safeguarding、economic serving and so on. Thirdly, on the basis of reconstruction of roles of FIC and Chamber of Commerce, we will also continue to build cooperative structral relationships with related other governance bodies in the public management system of B city, and in the new systematic framework should we re-examine and rationalize institutional structures as the center of FIC and chamber of commerce, construct a beneficial external environment and set up a reasonable internal governance structure, so as to enhance the governance performance constantly, to achieve the development situation of double wins, and ultimately to properly meet the need of economic and social development of the city ofB.Conclusion:from the angle of the interact relationships among China’s social transformation, public administration reform and civil society development, the author summarizes the central idea and the vein of the study. In addition,emphasizes that the reform of FIC and chamber of commerce will be a continuous process of change and evolution. The fundamental basis of change lies in the ecological environment and the development of public governance,at the same time that FIC’s functions widening will be bound to deepen and test the public governance theory, strongly promoting the realization of the goal of good governance.
