Forest resources take nearly 30% land area over the whole world, among which 60 percent of forest resources are in Russia, Brazil, Canada, America, China, Indonesia, and Congo. China is the fifth of them, but considering the population in China, the average volume is far from the developed countries. From the beginning of 1990s to the 21st century, Natural Forest Protection Program (phase I and phase II), Forest cutting quota system, Ecological protection and economic transformation planning of Da and Xiao Hinggan Mountains, Full stop commercial logging policy of stated-owned forest regions in Northeast China and Inner Mongolia were carried out one after another to meet the concept of eco-economic development and sustainable development, the forestry’s main role has transferred from production to protection. While because of the large population of China, the consumption of forest resources still stays at a high level. Therefore, how to upgrade forestry industries to meet the need of Chinese people’s everyday life is an urgent problem to be solved.This essay follows problem-raising—problem analyzing—problem-solving procedure. Based on Monopolistic advantage theory, factor endowments theory, theory of marginal industry expansion, eclectic theory of international production, international transfer of production factors theory, theory of sustainable development and theory of internalization, this essay studies the possible strategies and location choices for forest resources foreign direct investment (FRFDI) for the Chinese enterprises by studying the present situation of Chinese FRFDI enterprises, their investment motivations and problems, by analyzing the factors of strength, weakness, opportunities and threats, by providing the development strategic choice frameworks which are suitable for Chinese characteristics and by constructing FRFDI index that includes the evaluation of investment environment.At first, this essay gives a literature review, goes through the background theories and policies about FRFDI, and analyzes the realistic bases of FRFDI for the Chinese enterprises, which includes the world’s forestry resources status, China’s forestry resources status, and the present situation of Chinese forestry. Meanwhile, an empirical analysis of demand gap is provided here which predicts 2015-2020 FRFDI products. In addition, the situation and relationship between forestry primary industry, second industry and tertiary industry were tested, and the test reveals that there exists a long time counteraction relationship.Then, this essay analyzes the Chinese FRFDI enterprises’ nature, source, investment fields, business models, status of using overseas forest resources, and the distribution of investment all over the world. In terms of the motivations of FRFDI, the essay explains the source-pursuing motivation, the market-seeking motivation, state-interests oriented motivation and other motivations. In addition, the problems of Chinese government’ macro-management and Chinese enterprises’ business decisions are also presented.Next, AHP-SWOT analysis is used in this essay to examine the advantages, weakness, opportunities and threats of Chinese FRFDI enterprises, which can give more direct suggestions for development of Chinese FRFDI activities. Moreover, from the perspective of national interests, the essay provides the strategic suggestions for the Chinese FRFDI enterprises through conjoint analysis of relevant departments.After that, the essay makes construction and evaluation of Chinese FRFDI index in order to dissect the ability and possibility of Chinese FRFDI enterprises. Based on this, the essay puts forward the feasible suggestions for Chinese FRFDI enterprises through identification of investment location involving investment environment evaluation.Finally, the essay puts forward the corresponding countermeasures and suggestions for Chinese FRFDI enterprises from macro and micro angles which include strengthening the national macroeconomic regulation and control ability, as well as playing the role of micro enterprises actively.
