Research On The Comprehensive Quality And Value Evaluation Of Authorized Plant Variety

Plant new varieties is the core elements of agricultural production, plant new variety right(PVP) is a strategic resource for the agricultural development in the future, so it is important to accelerate the breeding innovation and application of new varieties,which is the fundamental way out for enhancing Chinese agricultural international core competitiveness,ensuring sustained and healthy development of modern agriculture and national food security.With the continuous development of plant new varieties protection in Chinese, the enthusiasm of the whole society breeding innovation is aroused, and the quantity of application and grant of PVPs increased significantly.Until the end of December, 2013, the application quantity of PVP is up to 11710 pieces, the grant quantity is 4018, filings with rapid growth rate of 7.26% every year nearly seven years.According to UPOV statistics, since 2004, the annual application amount in China has been ranks the fourth in UPOV members, becoming the second in 2010, after the United States.From the point of view of application amount, China can be called "one of the world biggest country in term of PVP", but not the ―great power‖from the point of view of PVP quality. Because most PVPs are the low innovative and commercial modified varieties and the short-term quick buck type varieties, lacking of the original master varieties and defensive strategic original varieties, which is lead to PVP competitiveness is weak, the quality of PVP is worrying.In addition, for a long time, our country basically formed by scientific research institution as the main body in the new varieties breeding. Although there is a outstanding breeding research superiority for scientific research institutions, its production and operation capacity of scientific and technological achievements is weak;On the other hand, most of the seed industries in our country have a perfect system of production sales and promotion varieties advantage, but their research and development(R&D) capacity of breeding is relatively weak.The situation that the separation of the research organization and promotion implementing agencies is the root cause of low utilization rate of pvp in China.Therefore, it is the key for raising the transformation utilization ratio of PVP to establish the cooperation mechanism of scientific research institutions and seed industries,and then the reasonable PVP pricing mechanism is the foundation of transformation and implementation smoothly for PVP.Based on this, drawing lessons from the existing intangible assets value assessment model and quality evaluation methods, combined with the PVP characteristics, based on the statistics, metrology and economics, this thesis constructs the overall quality model of authorized plant variety based on logistic regression model and the value evaluation model based on income capitalization approach. First of all, the thesis defines the quality and value of authorized plant variety, secondly, the thesis furtherly studies value formation mechanism of PVP using the equilibrium value theory; thirdly, the thesis constructs the comprehensive quality index system from three factors:the technology, market and law,and then establishes quality index model of authorized plant variety; fourthly,the thesis measures then value of authorized plant variety using income capitalization approach, and takes case analysis;finally, the thesis gives main conclusions of the study and the problems that need to be further studied and discussed.The research conclusions of the paper has the following four contents:First, defining the concept of quality and value of authorized plant variety and analysizing the relationship between the two.This thesis discusses the quality and value concept of authorized plant variety, authorized plant variety quality is the importance of forming competitivity when the authorized plant variety owner use the features of authorized plant variety; authorized plant variety value is the economic interest or cost of the plant new varieties due to agronomic characters’ improving throughout the PVP protection period. The thesis thinks the authorized plant variety quality is an important determinant of the value, the authorized plant variety value to a certain extent can reflect the quality, the concept of both are two different levels and can’t equate.Second, this paper analyzes the value evaluation interval of PVP based on the equilibrium value theory. This study analyzes value interval evaluation model of PVP from the perspective of supply and demand using the equilibrium value theory according to the particularity and complexity of the PVP value. For suppliers, it is the key problem to determine the lower limit of its value interval; For demanders, it is the key problem to determine the upper limit of the value interval.When the value interval of PVP suppliers and demanders composited, there is a possible value interval that both sides can accept, and then through negotiations between both sides,a reasonable market price will be formed eventually.The market price is the value of PVP under market mechanism.Third,constructing the comprehensive quality index of granted hybrid rice. This research constructs the comprehensive quality index of granted hybrid rice using linear weighted synthesis method.The index reflects different quality information of the right geographical distribution, resistance to rice blast and total area,and it is not bound by authorized year.The index not only can be horizontal or vertical to compare quality differences between granted hybrid rices, can also judge the quality level of granted hybrid rice in the system, so the index is a strong operability, wide use range and high effectiveness evaluation index.Fourth, designing the right value evaluation model of granted hybrid rice based on income capitalization approach. This study estimates main assessment parameters of income capitalization approach using the granted hybrid rice data.The thesis estimates the everage life of granted hybrid rice using Weibull Life Distribution Function,which is 10.013 years, and the remaining useful life of single granted hybrid rice using Gauss Mode,for example,the remaining useful life of Linagyoupeijiu is 9.485 years; Then, this study builds an improved discount rate estimation model through optimizing the WACC and CAPM and estimates the discount rate in 2013 is 5.3%; Finally, combining with the characteristics of granted hybrid rice,using the principle of return on investment, the thesis estimates PVP contribution rate in China is 4.51%,which is far below the average level of developed countries by 15%.
