Research On Interactive Mechanism Between Informatization And Industrialization

In this study, we firstly made a definition on industrialization, informatization, industry convergence and the convergence between informationization and industrialization, based on the review of the domestic and foreign studies in related fields. Furthermore, we elaborated the basic developmental theory about the interaction and convergence between informationization and industrialization in three aspects, including industrialization theory, industrial convergence theory and technology innovation theory.Secondly, we explored the interaction and convergence relationship between informationization and industrialization with empirical evidence analysis methods. It was employed by the statistics methods of hypothesis testing and regression analysis to illuminate the relationships. The main statistical variables in this study were the development levels of informationization and industrialization. Two development indexes of industrialization and informatization were calculated. Two Chinese development level index systems on informationization and industrialization were also analyzed in this study. We adopted the unit root test method to test the panel data of industrialization and informatization. After that, the causal relationship between industrialization and informatization were calculated by Grainger causality test and coconvergence test. We established the simultaneous equations model on informatization and industrialization in China according to the statistic data demonstrating the advanced relationships between each other.Thirdly, we put forward the emphasis on the mechanisms of interaction and convergence between informationization and industrialization. It was the central part and difficulty of this study. The mechanisms would be stated mainly in three aspects, including the mechanism on market regulation, the mechanism on government macroeconomic regulation and control and the mechanism on legal institutional guarantee. The mechanisms of interaction and convergence between informationization and industrialization refer to a running process of dynamic organic system. In the system, enterprise, market, government and law can interact and contact with each other. Therefore, in this study, we build an intact mechanism of interaction and convergence that is defined on the enterprise as the subject, the market as promotion power, the government as guidance, and the law as institutional guarantee in the system. The market plays a decisive role in resource allocation and it is in favor of government to work better in the system. Based on market economy law, we emphasis on the subject behavior of enterprise in the integration between informationization and industrialization. Enterprises should give full play to the initiative and autonomy. The macroeconomic regulation and control by the government can create environmental conditions for enterprises to play initiative and autonomy, but it is impossible to replace the enthusiasm of the enterprise.Government guidance, regulation and the role of legal institutional guarantee are also very important on the mechanisms of interaction and convergence between informationization and industrialization. The government has three functions on supply of system, supply of public goods and supply of public service. The core function on goverment is to stabilize the market expectations and protect the interaction and sustainable development on society and economic. To overcome the obstacles in the process of convergence between informationization and industrialization, it is necessary to perform institution innovation synchronously. On the basis of legal construction, the system of legal institutional guarantee must be established to serve as guarantee for convergence between informationization and industrialization. Enterprise as the subject, relying on the market operation and legal institutional guarantee, government regulation and guidance is a kind of long-term mechanism to promote deeply convergence between informationization and industrialization as well as optimization and upgrading on industrial structure in China.Finally, based on the analysis on the mechanisms of interaction between informationization and industrialization, from the dimensions of macroeconomic and microeconomic, involved in eight major aspects, we give the countermeasures and suggestions on how to further improve the interaction mechanism and how to promote the deeply convergence between informationization and industrialization.
