Research On The Evaluation Of The Mining Industrycompetitiveness In Qinghai Province

At present, the mining development entered the stage of promoting comprehensive competitiveness from extensive scale expansion phase. Qinghai province is rich in mineral resources and has the geographical location advantage. It is important how to promote the competitiveness of the mining industry in the complex situation and fierce competition. Based on the theory of comparative advantage and the production efficiency on industrial competitiveness, the paper discusses the connotation and significance of mining industry competitiveness. It constructs the evaluation model by using analytic hierarchy process and data envelopment analysis, and puts forward the related suggestions according to the evaluation results.Firstly, based on the characteristics of mining industry, this paper uses the comparative and competitive advantage theory to analyze the dominant and invisible competitiveness of the mining industry in two parts. In addition, it comprehensively summarizes the characteristics and influence factors of mining industry competitiveness. The paper uses the "diamond model" to comb the operating status of mining industry in Qinghai province. It analyzes its advantages and disadvantages from the seven elements in order to build the mining industry competitiveness evaluation index system for reference.In the dominant competitiveness evaluation part of the mining industry, the paper constructs the dominant competitiveness index system of mining industry including resource endowment, production and social benefits, the mining policy, environmental management and related industry. It selects statistical data on the mining industry of 31 national provinces in 2013 and Qinghai province from 2004 to 2013 as sample to evaluate the horizontal and vertical dominant competitive mining industry by introducing the method of analytic hierarchy process(AHP). Research shows that the mining competitiveness of the Qinghai province obtained the rapid development from 2004 to 2013, and ranked in the middle level position among the 31 national provinces in 2013. It has a great potential in terms of resources endowment, and is relatively backward in the factors of production, social benefits, mining policy and environmental management. The lagging development of related industries has become the main factor influencing the competitiveness rankings.In the invisible competitiveness evaluation part of the mining industry, this paper constructs 11 indexes of input and output evaluation index system including the geological exploration, mining and protection stage of mining production. It uses the data envelopment analysis to evaluate three stages of static efficiency of Qinghai province in 2013. Moreover, the paper constructs the evaluation index system of mining industry of the dynamic efficiency. It uses the Malmquist index method to evaluate the mining industry dynamic comprehensive efficiency in 31 national regions from 2004 to 2013. According to the results of Qinghai province between 2004 and 2013, the comprehensive mining production efficiency is in domestic upstream level. However, the production efficiency of geological exploration and environmental protection stages in 2013 is low because it is mainly limited by the level of technical efficiency and scale efficiency.Finally, according to the result of competitive power evaluation, this article puts forward the suggestions to promote the competitiveness of the mining industry in Qinghai from the dominant competitiveness and invisible competitiveness. It provides decision-making reference for mining industry development strategy of Qinghai province.
