Along with the development of Chinese economic,the problems of environment issues have been more and more serious day by day. The increasingly serious environmental situation prompted the government to promulgate laws and regulations on environmental protection, so as to achieve the ecological environment before the bearing "threshold", obviously improve the laws and regulations on the environmental pollution, and strengthen environmental regulation level gradually. However, China’s industrialization goals have not been achieved, moreover industry is an important source of environmental pollution, which is an important pillar of economic growth in the same time. The "pollution haven" hypothesis presents that, if the country or region implement strictly environmental regulations, it will increase enterprise’s production costs in these country or region, so the enterprises with the goal of profit maximization will reconsider their production and investment decisions, and will cause factories to relocate to some country or region where the environmental regulation standard is relatively low. Therefore, the academic community and policy makers worry about that on the one hand strengthening environmental regulation can control the environmental pollution effectively, on the other hand make the enterprise’s burden heavier, lower product competitiveness, and even make the enterprises transfer to the area with the weaker environmental regulation, so as to fall into dire straits that economic progress stopped as the environment improved. Because the enterprise production technology can not only reduce pollution emissions, but also increase productivity, enhance the competitiveness of enterprises, promote industrial agglomeration, the relationship among environmental regulation and production technique progress and regional industrial agglomeration has become the focus of academic attention. So will the environmental regulation promote the progress of production technology and further promote the industrial agglomeration, to achieve "win-win" between the improvement of the environment and economic growth? Or to reduce the degree of production technology progress, industrial shift, the emergence of environmental improvement and economic stagnation situation? In order to discuss these issues, this paper on the basis of theoretical analysis, using mathematical methods, construct the theoretical model of environmental regulation effect enterprise production technology progress and regional industrial agglomeration, to explore the relationship between the intensity of environmental regulation to the progress of production technology and region industrial agglomeration. On the basis, the paper selects 30 provinces(except Tibet) panel data of 17 industries in China from 2000 to 2012 as our empirical research samples, using system GMM regression method of dynamic panel data model, empirically test the impact of environmental regulation on production technology progress and regional industrial agglomeration, and explores intermediary transfer effect of production technology progress on the effect of environmental regulation on regional industrial agglomeration. The research results show that:①In the theoretical analysis, this paper uses the mathematical method exploring technology selection of enterprise facing environmental regulation, think that the investment of the enterprise and the expected profit are important influence factor on enterprise production technology choice, the choice of production technology is also the important factors affecting the production technology investment and production technique progress. At the same time, the paper uses the mathematical method explores the relationship between environmental regulation and production technique progress, think enterprises due to the different choice of technology, there are three kinds of relationship between the environmental regulation intensity and production technique progress, namely significant "U"-type relationship, inverted "U"-type relationship and there is no significant relationship between the three kinds of situations. To prove the conclusion of the above theoretical analysis is reasonable, this paper selects the data of 17 industrial industry 2000-2012 years of empirical tests, the empirical results show that: in the 17 industries, some industries environmental regulation intensity and production technique progress between showed "U" type relationship, some industries showed a reverse "U" type of significant relationship, the relationship between part industry is not significant, to prove the accuracy of this theory hypothesis.②as the mechanism and effect of environmental regulation, to explore the relationship between agglomeration production technology progress on regional industrial agglomeration, the influence of this theory from the point of view of environmental regulation, the progress of production technology of regional industry and its mechanism analysis, that environmental regulation on regional industry set influence is poly shows a simple linear relationship, but there is a significant relationship between "U" relation and no significant effect three cases. When other factors are the same, the progress of production technology can improve the regional industrial agglomeration. In order to test the theoretical hypothesis is reasonable, this paper selects 30 provinces in China(except Tibet) panel data of 17 industries 2000-2012 years of industrial enterprises, explores the impact of environmental regulation on regional industrial agglomeration, the empirical results show that in the 17 industries, the effect of different environmental regulation intensity on the regional industry agglomeration is not the same, in the eastern region, the environmental regulation intensity of high pollution industry and part of the middle pollution industry impact showed "U" type relationship, influence on low pollution industries is not significant. In the central region, the impact of environmental regulation on high pollution and secondary pollution industry presents inverted significantly "U" type relationship, effect on low pollution industries is not significant. In the west, the influence on the high pollution industry presents inverted significant "U" type relationship, effect on the secondary pollution and low pollution industries is not significant. These results show that environmental regulation on regional industrial agglomeration effects demonstrates three results as not only significant "U" type relationship, inverted "U" type relationship and no significant effect and the regional differences and industry difference.③by analyzing the influence mechanism of agglomeration on environmental regulation, production technology progress and regional industry, we find that the production technology progress plays a role in mediating transfer effect in the impact of environmental regulation on regional industrial agglomeration. In order o test the accuracy of the hypothesis, this paper adopts the validated empirical method, the empirical results show that the progress of production technology on the impact of environmental regulation towards the strength of regional industrial agglomeration can play an intermediary transfer effect, but this effect in low pollution industries is not obvious, and in the secondary pollution industries with high pollution industries it is very significant, through the analysis, we found that the intermediary effect of production technology progress plays the part of the intermediary effect is rather than complete intermediary effect.④ in the empirical analysis of environmental regulation on the production technology progress, we found the fact that the impact of environmental regulation on the progress of production technology and high pollution industries, secondary pollution industries and low pollution industries showed a significantly positive or negative impact, which proves that type of pollution environmental regulation belongs to effects on the production technology progress and Industry not relevant.Finally, we included conclusion of the thesis, according to the research conclusion, we put forward the policy recommendations about improving the environment and promoting production technology progress and regional industrial agglomeration. In addition, the article also analyzed the shortcomings of this research, and on that basis, we proposed own views about direction of research in the future.
