Study On The Transformation And Development Of Village Economy In The Dongting Lake

Under the background and trend of the social reform and economic development in China, Chinese village economy urgently need another reform to keep up with the pace of the whole social reform and development. Village economy needs to rise again in another transformation. As the economic hinterland in the construction of Chang-Zhu-Tan city cluster and the economic wetland in constructing two-orient society of Chang-Zhu-Tan, the village economy in Dongting Lake District is facing the development appeals to a new economic transformation. To seek for the basic development laws of village economy’s transformation in Dongting Lake District; to explor e the specific ways of next round economic transformation in Dongting Lake District; to provide decision-making basis for the government planning the construction of Dongting economic circle and propelling reform of economy and society in this area, we did a further study titled "The development of village economy trans formation in Dongting Lake area ". Besides having the theoretical significance in exploiting village economy transformation, this research provided practical value for exploring the economical transformation laws, ways and models in lake area.Through the comparison and analysis of the experience of lakes area economic transformation at home and abroad, we take Dongting lake area’s history as a starting point, resolving the Dongting Lake District economic transformation of the exogenous and endogenous power. By the investigation of some typical villages in Dongting lake area and the empirical analysis of Dongting lake area economic transformation development, including its present situation, dilemma and dynamic problems, we try to build evaluation systems for Dongting lake area economic transformation development. Taking Dongting Lake District economic transformation as a typical case, we make explorative research about its ways to develop village economy.Through the system research, we have made the following main conclusions: First, the villagers in Dongting Lake District did not transform from plan to market in the process of economic transition, such as production, circulation, consumption. At the micro-level, this area still exists planned economy constituent, it is hard to break the deep ideology which the traditional planned economy consciousness is still a oriented in Dongting lake area. Villagers in Dongting lake area can only get their own voice in the market economic system from decentralized management to cooperative management, also in the process of production, distribution, sales and consumption. Second, the village community network is an important kind of capital form for the village economy. In the process of village economic transformation, the village social capital needs to realize the transfer from closed to open.Third, Dongting Lake District has been a high intensity area of human development, which under the agricultural development, urbanization and the impact of large-scale water conservancy construction, lake ecological environment becomes very fragile. The contradictions between human and lake, water and land are existing in the process of economic development. To speed up the economic transition in Dongting lake area, adjust the village industrial structure, develop modern agriculture vigorously, save the lake resources effectively, protect the lake ecological environment and realize the lake village economic transformation from extensive to intensive, the Dongting lake village economy should follow the way of transformation. Fourth, the land system in Dongting Lake District had experienced the same path of China’s rural land system, with its unique content of land farming system, the land system in Dongting lake area is the results of exogenous and endogenous forces, the economy stimulation and ecology reversed transmission, the guidance of government and spontaneous interaction of village which influence each other. Dongting lake village’s land system, cultivation system and the changes of endogenous and exogenous economic system are the premise of transformation from tradition to modern mode of production. Fifth, Dongting lake is the main background of the Dongting Lake District economic transformation and development, from the separation to the combination of human and lake, it is general principle and direction to guide the development of the economic transformation in Dongting lake. It is undivided that the starting point of the economic transformation, power, path and direction and the natural geographical elements of Dongting lake. We can’t think about the transformation of economic development in Dongting lake without taking Dongting lake as a background. The transition of Dongting Lake District economy is decided by the natural ecological background, all the transformation measures for developing Dongting lake village economy that must based on the natural environment in Dongting lake closely.
