Research On The National Balance Sheet Of China

After the 2008 world financial crisis, on the the process of analysis of the causes、the transmission mechanism and coping strategies of this crisis, the research of national balance sheet draw public attention gradually. In major western developed countries, it has been a long-term theory research and practice exploration in the design and preparation of national balance sheet, "Balance Sheet Approach" has become an important research trend in the analysis of economic risks and economic crisis. In June 2013, deputy finance minister of China, Liu Kun said that in the process of deepening the reform of public financial management in the future, China will establish the government financial reporting system, prepare the national balance sheet.In the national economy statistics and macroeconomic analysis,national balance sheet become more and more important. Foreign related research has a history of decades, and the research work in our country is still in its infancy; at the same time, the rapid accumulation of local debt risk and foreign currency assets and liabilities structure imbalance and other issues influenced the national economic safety and health. Therefore, it can be said that this article research in both theory and practice has a realistic significance.The first chapter is introduction. Firstly it introduced the domestic and international background of national balance sheet research, and the significance of this study from aspects of theory and practice. Then groomed respectively on the domestic and foreign related research literature, and carried on an overall review. Next it introduced the research methods and train of thoughts. Then it is a brief introduction of the structure of this article in the detail of chapters. Finally it summarized the paper’s innovative and insufficient.The second chapter discussed the relationships between the state, the national government and the national balance sheet. Firstly it elaborated the nation, national economic role and the relationship with the national balance sheet. Then it analyzed the role of the state balance sheet in the governance of the state, from the aspect of budget management、public financial policy、monetary policy、national audit and international economic governance.The third chapter is an analysis on the perspective of accounting theory. First, it introduced the connotation and extension of the concepts of assets, liabilities, equities, the accounting equation,balance sheet, etc. Then it made a detailed analyses of the similarities and differences between the macroeconomic balance sheet and microscopic balance sheet, carried on a differential analysis between flow index and stock index of the economic evaluation index system. Next it introduced and analyzed asset-liability view, as well as the asset-liability view of macroeconomic balance sheet. Finally the balance sheet method was reviewed and the broad and narrow definition of the balance sheet method was distinguished and illustrated.The fourth chapter introduced the national balance sheet on several developed nations. After introduced the relevant status and experiences of British, American, Australia, Canada and Japan, China’s circumstance on research and compilation of the national balance sheet are illustrated.The fifth chapter is the design and compilation of the national balance sheet. First.it cleared the scope of national balance sheet design, summarized the principle in designing process. Then under the guidance of basic principles, it designed the department of national economy and the classification of national balance sheet system, and each department balance sheet and the national balance sheet was specific designed. After that, it respectively expounds the data sources and valuation method of four basic departmental and national balance sheet. Finally it prepared the state departmental and comprehensive balance sheet of our nation.The sixth chapter is the national balance sheet analysis of China. It made theoretical analysis respectively for the balance sheet of residents department, financial department, corporate department, and government department, and used the specific data of China to analyze the actual situation in our nation. Then is the comprehensive analysis of the national balance sheet. It made theoretical analysis respectively for the national balance sheet, foreign sovereign balance sheet and exterior balance sheet. Combining with related data, it analyzed the actual situation of our nation.The seventh chapter is the main conclusion and problem-finding in the process of research and application, respectively on theoretical research, design and compilation, and analysis with actual data with our nation.The eighth chapter is the suggestions and recommendations. To answer the problems found, it put forward the corresponding countermeasures and Suggestions respectively on national economic governance,the design and compilation of the national balance sheet and national macro-economic policies.
