The development of rural information has important strategic significance for China’s construction of socialist new countryside. There are significant digital divide and regional differentiation in the development of Chinese rural information. Rural information in central and eastern China, developing rapidly, has a certain scale and the market mechanism to boot. However, the development of rural information in the western region, in which farmers’ demand for information is not strong and there are problems in the government’s network construction and allocation of information resource, is lagging behind. Therefore, how to guide farmers’ information demand and allocate the government’s rural information supply elements reasonably play an important role in increasing farmers’ income and economic growth. Based on this, from the most basic concepts of economics-supply and demand, this article combines the theories of rural information to do an empirical analysis of the supply and demand of rural information, in Yunnan Province as an example, aimed at exploring factors affecting the demand of rural information and economic effects of the supply of rural information, as well as the interaction between supply and demand, in order to increase farmers’ demand for information and maximize the effectiveness of rural information supply elements.This article is based on the theories of rural information and western economic theories to study the level of supply and demand of rural information, focusing on the followings:(1) From the practical problems of rural information in China as a starting point, to define and summarize the concept of demand and supply of rural information;(2) To study empirically18factors effecting the demand for rural information by using econometric methods to build an ordered Probit model of rural information demand;(3) Combined with the basic theories of rural information, to build the index system of rural information supply elements in Yunnan Province and measure6first grade indices and22second grade indices of it;(4) From the microscopic perspective of rural residents’ income, to analyze empirically the degree of rural information supply elements’ influence on family operational income and wages income;(5) From the perspective of macroeconomic growth, to analyze the mechanism of the rural information supply elements’act on economic growth by using the modified Cobb-Douglas Function;(6) Based on the previous analysis and empirical studies, to propose the suggestions of the strategies of our country’s rural information.Through research, I get conclusions as follows:(1) Factors affecting the demand of rural information, among which farmers’ income and income structure are the most important factors, are individual factors, family factors, economic factors, geographical factors and cognitive factors.(2) Six rural information supply elements have different degrees of impact on the increase of rural residents’ family operational income and wages income. Among them, rural information infrastructure has the most significant impact on the farmers’ family operational income, followed by rural information professionals, rural information industry, the application of rural information technology. Among these factors, only the application of rural information technology passes the10%level of significance test. Thus, Chinese government should focus on the changes in farmers’ income and income structure when establishing the policy of rural information in the future.(3) In the supply of rural information mechanism for macroeconomic growth, the ranks of the contribution to economic growth are followed by rural information professionals, rural information infrastructure, rural information industry, and the application and the policy of rural information have no significant impact on economic growth. Therefore, Chinese government should pay attention to nurturing rural information professionals and developing information industry, instead of simply establishing the common service and the Last mile access policy.(4) Based on the analysis of the demand and supply of rural information, the difference between the development of rural information and urban information is that the demand of residents boots the supply of the government and companies, which is urban information; but the supply of the government and companies determines the residents’ demand for information, which is rural information. This is determined by the dual structure of China’s social development and income.To build an ordered Probit model of rural information demand based on the econometric discrete choice model, validate the key factors affecting the demand of rural information through empirical analysis from individual factors, family factors, economical factors, geographical factors, cognitive factors and so on, and analyze the difference between the degree of five first grade indices’impact and eighteen second grade indices’ impact on the demand of rural information.To build the supply of rural information semilog linear model of income from the perspective of rural residents’ income structure. And through empirical analysis, rural information infrastructure and rural information industry have significant impact on the increase of farmers’ income. The supply of rural information infrastructure has the most significant impact on farmers’ family operational income and the elasticity coefficient is1.101%, followed by rural information professionals, rural information industry and the application of rural information technology. Among the factors affecting rural residents’ income, only the application of rural information technology passes the 10%level of significance test, and the elasticity coefficient of the rural information technology’s impact on farmers’wages income is1.335%. It is significant for farmers’income structure changes and the increase of the income to promote and adjust rural information supply elements at various degrees.On the basis of new economic growth theory, to build the model of rural information supply elements’ act on economic growth. And through empirical analysis, among the six rural information supply elements, the rates of contribution of rural information professionals, rural information infrastructure and rural industry to the rural economic growth are the most significant.
