With the development of low-carbon economy, problems of tourism carbon emission are socially concerned with graduation. The number of low-carbon research in tourist hotels which are the second major route to carbon emission is not proportional to its importance and urgency. The natures of intangibility, variation and synchronization of production and consumption in tourist hotels has resulted in the particularity of low-carbon research in difficult measures of carbon emission, uncertainty for carbon emission unit output as well as low-carbon management with challenging. The related research brooks no delay. On the basis of theoretical foundation and literature research, also adopting qualitative research interviews, the study takes the urban tourist hotels whose energy consumption is relatively significant as the research subject. By means of encoding seven influencing factors of low-carbon behavior in urban tourist hotels have been summarized and their function has been preliminarily validated through case studies. Followed by questionnaire investigation, quantitative analysis on242urban tourist hotels has come into being. Based on statistical description, variance analysis, correlation analysis, factor analysis and structural equation model, the model on mechanism for low-carbon influencing factors of tourist hotels has been constructed step by step. The mechanism for low-carbon internal and external influencing factors of urban tourist hotels has also been brought to light. The main achievements of the research are as the following three aspects.First, qualitative research combines quantitative research. The empirical study quested the influencing factors of low-carbon behavior of urban tourist hotels, developed the localization scale of low-carbon behavior in urban tourist hotels. The status of low-carbon behavior of urban tourist hotels has been grasped.Based on the externality theory, theory of market and business ethics and corporate social responsibility theory, starting from the contradictory priorities problems in the theoretical literature, applications of interview method are in the research. By way of senior managers’interview investigation in urban tourist hotels, we preliminarily summed up three external factors besides hotels, which are social norms, government regulation and the micro market. There are also four internal effective factors related to the hotels which are low carbon management, technology equipment, perceived benefits and social responsibility of enterprises. Hereafter by data collection for twice, using quantitative methods of exploratory factor analysis and confirmatory factor analysis, we have examined the measuring scale which has the localization of low-carbon behavior of urban tourist hotels in China. The relationship and mechanism of the affective factors have been investigated. Three-level measurement of low carbon behavior was carried out. They are low-carbon behavior of employees, managers and decision makers. The scale is used to make data survey to low-carbon behavior of tourist hotels. The result of the present work implied the status of low carbon behavior of urban tourist hotels.Second, we have found out the hierarchy of influencing factors of low-carbon behavior of urban tourist hotels. The model on mechanism for low-carbon influencing factors of tourist hotels has been built up. The evidence it reviewed is for the current status is that urban tourist hotels are lack of corporate social responsibility.The structure equation model displays that influencing factors of low-carbon behavior in hotels is set with different levels and influencing factors of action. Through the direct and indirect effect of multi-level the model on mechanism for low-carbon influencing factors of tourist hotels has been formulated. The article considers the mechanism of internal and external influencing factors in enterprise and there is a brief discussion of the theoretical explanation to the low-carbon behavior of urban tourist hotels, also supports the view of the decision basis for low-carbon behavior of business, market and government. Also the resulted has dealt with the controversial issues on the perceived benefits and social responsibility relationship. Judging from the analysis of the theoretical basis of corporate social responsibility, either "profit making" or "profit coordination", or "profit sacrificing",they are all starting from the point of perceived benefits in enterprises to study whether corporate social responsibility should be performed. The conclusion of the study confirmed the existence of these different views of reality, and thereby we have drawn a very essential conclusion that it is insufficient for the current perceived benefits of enterprises in China in urban tourist hotels to promote the hotels to undertake environmental responsibility.Third, under the background of urban tourist hotels in China, social norms are brought into the affecting factors of low-carbon behavior in hotels. The improvement of the present situation has developed. The existing research literature pays more attention to the economic factors, but the social factors are overlooked more or less. It’s abounded the perspective of low-carbon research for tourism enterprisesWithout the application of analysis for single external theory, but through interviews with qualitative research method, the paper lays particular emphasis on the view that social norms are brought into the influencing factors of low-carbon behavior in hotels. After a lot of questionnaires, it has obtained first-hand data of the influencing factors of low-carbon behavior in urban tourist hotels in China. Using structural equation model, it empirically has examined the causes of the complex relationship among the seven affective factors. The resulted shows a different conclusion from the traditional regulation theory. The direct effect of the market environment to government regulation is surveyed. Meanwhile, an important conclusion has been drawn, that is, social norms have the impact of micro-market and government regulation. The empirical evidence has been presented for the relationship between "conflicts and contradictions" in economics and ethics. It also gave new methods and the resolution for the future to solve the problem of low-carbon for hotel business. The research conclusion demonstrates the empirical verification and insights about the problems for bifurcation of regulation theory, unity of opposites of economics and ethics, corporate social responsibility motivation. Further suggestion on the research on low-carbon is given to the tourism industry.
