| Spatial regions with mineral resources play crucial role in the in the aspects of a production supply, ecological security and promotiing regional economic development and social stability. Due to difference resources endowment, natural conditions, the limitation of factors such as social and economic development, around the minerals production capacity, efficiency and potential exists significant spatial geographical differences. The regional differentiation regularity of objective existence and the division of labor pattern make us to develop mineral resources development function regionalization based on the strategy of ecological civilization and ensurence of the safety of the national resources. Hence, we could provide references for the exploration of the mineral resources and the management of different regions.Mineral resources development function zoning is not only an important task for carrying out the strategy of state resources security and ecological civilization promotiton of the optimal allocation of mineral resources, but also the measuers for establishing reasonable regional division of labor and collaboration. There is few research in the field of the mineral resources development function regionalization research, specifically the function regionalization work and mineral resources planning and management science. This paper aims to propose the mineral resource development function regionalization theory and technique problems. We study the theory and methodology of the mineral resource development function regionalization systematically. And we take the solid mineral resources as example for the empirical research. The content and conclusions are as follows:The first part is to establish theoretical system of the mineral resources development function regionalization. Based on ecological civilization, analyzing the theory of mineral resources development function regionalization, defining the conception of the mineral resources development function regionalization and clarifying the division types, principles and main tasks.The second part is to explore the indices system and model for mineral resources development function regionalization For the generalized resources security goals, we construct the evaluation system, the calculation method for the indices, identification systems and zoning matrix discriminate model. Third, at the county regions level, taking 14 important solid mineral as examples to examine the regionalization indices system and method. We proposed our country mineral resources development regionalization scheme and partition differential governance strategy. Finally, we discuss the future development of the mineral resources development function regionalization.The innovation points of this paper are as follows: first, for mineral resources development function zoning study, the most pressing problem is that there is no uniform theory base and framework. For the first time, in the mineral resources development and functional field, we define the conception of the mineral resources development function zoning, put forward the zoning principle and the main tasks, and initially form mineral resources development function zoning theory framework to promote the development of zoning and function zoning theory and method system, which has important academic value. Second, based on the mineral resources development space suitability, constructing the system, considering the resource foundation, development condition, ecological constraints, including regional development needs 4 criterion layer, 8 indexes and 18 indexes of evaluation index system of mineral resources development function zoning. Setting up the general development zone, the key development zone of mineral resources, mineral resources, mineral resources limit development zone(ecological preserve), mineral resources limit development zone(basic conditions), the optimization of mineral resources development zone composed of mineral resources development function zoning criterion system, and build the model of the discriminated matrix. Third, from the perspective of view resources quantity, quality and degree of agglomeration, puts forward a set of comprehensive evaluation indices and calculation method for the regional mineral resources basic conditions(resource abundance). Finally, the empirical research on the mineral resources development function zoning index system and method are verified, and put forward the scheme for the main solid mineral resources development function zoning in China. The results, in a certain extent, could provide the macro decision-making reference for adjustment measures for local conditions, partition planning, classified guidance in China mineral resources exploration.
