In this paper, the use of management, systems engineering, science standards, strategic management, internal control and risk management and other theoretical knowledge to determine the standardized system goals, design a standardized system of standardized systems engineering factors affecting called standardized subsystems,builtd conceptual model and analyze the features and functionality of the system.On the basis of analysis the standard subsystem target, functional,classification for the many factors which was proposed by “Twelfth Five-Year”,designing the questionnaire of factors standardized subsystems,using factor analysis to calculate the main factor affecting the standardization subsystem, using structural equation modeling to prove ownership of the main influencing factors for each standardized subsystems and to prove standardized system concept model becoming solid model.Using structural equation modeling sort importance for factors subsystem and point out the key issues and give solutions.From the aspects of standardization system goals, external environment, influencing factors, system architecture building and optimization system functionality detailedly analyse standardized systems.The goal of standardization system is to interdependent main objectives in order, to obtain the social and economic effects. Standardization system is an open system is bound to be affected by the policy, technical, scientific and technological level and other aspects. According to "People’s Republic of China Standardization Law" business activities into standardized system revision of the standard system, sub-standard, the standard implementation of the subsystem, supervision and evaluation systems, organizational subsystem and resource subsystems, and six sub-systems as standardized the impact factor. According to "People’s Republic of China Standardization Law”, standardized system is divided into revision of the standard subsystem, standard subsystem, the standard implementation subsystem, supervision and evaluation subsystem, organizational subsystem and resource subsystem, which is called standardized impact factors. The build a standardized system architecture conceptual model and the system function is optimized. Next, the paper focuses on the content.(1)Development status and problems of standardization systemFirstly, the subject source, background and significance, reviewing standardization theory abroad, secondly, analytical standards, standardization and system concepts and analysis of the United States, Japan, Britain and other countries standardization system and operation mechanism, on this basis, discovering the standardization system problems provide a basis for subsequent research papers.(2)Designing affecting factors of standardized system and constructing a conceptual model of standardized system architectureAccording to the step of system analysis, this section clarifies the study and target of standardized systems. Analysis of the external environment, designing affecting factors of standardized system and constructing a conceptual model of standardized system architecture, Thesis analyze functions and features of standardized system. Designing factors affecting questionnaire of standardized system. Questionnaire results are processed by fuzzy performance evaluation. The purpose is to demonstrate that the impacts are comprehensive and rational and make a significant degree of sorting.(3)Analyzing influencing factors of standardized subsystemsClassify many standardization factors which were proposed by “the Twelfth Five-year Plan”.Designing questionnaire about factors standardized subsystems, questionnaires to the National Standards Commission, National Institute of Standardization and related business units via e-mail, meetings, etc, using spss software reliability test of questionnaire, on this basis, this paper attributes factors of standardized subsystems.(4) Demonstrating the impact factors of standardized subsystem and standardized system architecture modelUsing AMOS software conducts confirmatory factor analysis for the construct validity of the questionnaire. There are two purposes: first, to measure the membership of significant variables(standardized subsystems factors) to the latent variables(standardized subsystems), secondly, standardization subsystem elements are sorted. Using AMOS software evaluates the fit test for standardized conceptual model to become a solid model. Standardized systems can solve practical problems.(5) Optimization the function of standardization systemEnhancing the ability of the standardization subsystem pre-research phase, raising the ability of standard Implementation and supervision, enhancing the ability of performance evaluation of the Technical Committee, which are the Highlights of the sixth chapter.Thesis studied the factors affecting of the standardization system, factors affecting elements of the subsystem, the system structure model and system function optimization measures. There are three innovations.①Designing affecting factors of standardized system and constructing a conceptual model of standardized system architecture. Through analysis of the Chinese Republic of China Standardization Law, Surveying Committee for Standardization, China Standardization Committee, China National Institute of Standardization Technical Committee and other relevant standardization and standardization experts, collecting statistics of the field of standardization, combining with the characteristics of the standardization of business activities divide standardization system.②Demonstrating the impact factors of standardized subsystem and standardized system architecture model. Process Subsystem "project factor", Pre-research inadequate, demonstration is not enough and standards cannot meet the market demand. Using internal control theory comb research the workflow of pre-research to identify critical control points and put forward to key control measures. Designing dynamic mechanism of standards Implementation and proposing to promote the implementation of standards-related surveillance measures, which is to deal with “standards promote mechanisms factor”. Through analysis of the current situation of the Technical Committee, this paper builds a technical evaluation committee system.Finally, this study summarizes the main conclusions, the main innovation and raises deficiencies.
