| Urban-rural integration is a crucial strategic decision which is made in order tobuild a well-off society in an all-round way, and urban-rural integrated industrydevelopment is the key point of urban-rural integration, also is the foundation andimportant premise to urban-rural integration development. In December2010, the statecouncil published the 《National main functional area planning》which raised the issueof promoting the integration of Xi’an and Xianyang, and also the issue of thedevelopment of XiXian New Area. It means that the development of XiXian New Areahas been raised to national strategic level. However, the outstanding problems facedduring the development of XiXian New Area are the contradiction of dual economicstructure and the layout chaos of urban-rural industries. Both of them have restricted thedevelopment of XiXian New Area seriously. How to make the urban-rural industrystrategy into practice and how to promote the change of dual economic structureespecially promote the development of urban-rural integration become the essentialpoint of realising the object of XiXian New Area development.Based on the theories of economy, economic geography, urban planning, this papertakes XiXian New Area as the object of observation and try to study its model andmethods of integrating urban-rural development. First of all, after summarizing thetheories, present articles and typical cases of urban-rural integrated industrydevelopment, this paper concludes and analyses the experiences that can be referenced.Second, considering current new background and new trend of urban-rural integratedindustry development of China, this paper detailed analyses the status and problems ofurban-rural industry development of XiXian, and it also summarises and comments on the urban-rural industry development level and development phase of XiXian New Area.Third, this paper finds a suitable way and appropriate model of the urban-rural industrydevelopment of Xixian New Area. Last, taking Fengxi New City as an example, thispaper detailed analyses its model and methods of integrating urban-rural development.This paper generally contains six parts: Through analysing urban-rural integrationtheory, industry development theory, urban-rural industry integration theory and otherrelated theories, the base of theory research has been established in the first part. In thesecond part, UK, US, France, Japan and Korea have been taken as examples, theexperiences of integrating urban-rural industry during modernization andindustrialization have been generally introduced and discussed. Furthermore, thedisadvantages and problems met by Shanghai, Chengdu, Chongqing and Nansu area intheir practice have been reviewed. In the third part, the author analyses the currentstatus and problems met in the development of urban-rural integration form spatialdistribution and industry development areas. And based on the above findings andcurrent planning, the objectives of urban-rural integrated industry development ofXiXian new area has been established. In the fourth part, urban-rural integrated industrydevelopment of XiXian new area has been reviewed objectively, through establishingthe evaluation index system. In the fifth part, according to above findings, the paperproposes the general train of thought and the development model of urban-rural industryintegration of XiXian New Area. In the sixth part, based on previous structure, takeFeng Xi New City as an object of research, this paper presents more detailed objectives,models and methods of urban-rural integrated industry of Feng Xi New Ciity.The conclusions of this paper are as follows:1. Two objectives have to be realizedof urban-rural industry integration of XiXian New Area. One is to establish mutualdevelopment system of new industry and urban agriculture and the other one is to makeinnovations to industrial distribution in order to build a new industrial distribution inwhich take employment as the core.2. In the structure of modern garden city, directedby modern agriculture development, XiXian new area has to establish a model ofurban-rural industry integration by practicing which the three industries could developcoordinately. To make this model into practice means to take establishing moderngarden city as the final objective, to highly reconcile the urban agriculture and modern city, to build mutual development system of new industry and urban agriculture, throughagriculture modernisation to promote urban idyllize and finally to establish the gardencity structure of urban-rural industry integration development.3. The key method ofurban-rural industry integration development is to establish reasonable industrydistribution, community distribution and employment and entrepreneurial path forpeople who lost their land.The innovation points of this paper are as follows: firstly, focusing on the specialeconomic area whose aim is to establish garden city, this paper did researches onurban-rural industry integration development of XiXian New Area by using theories ofmultidisciplinary. Secondly, this paper presented that in the structure of modern gardencity, directed by modern agriculture development, XiXian new area has to establish amodel of urban-rural industry integration by practicing which the three industries coulddevelop coordinately, and also presented related reasonable industry distribution,community distribution and employment and entrepreneurial path for people who losttheir land.
