| As the key problem of economics, economic growth is an important theoreticissue. As the need of national wealth increasing, economic growth is an importantpractical problem. Economic growth contains two aspects, economic growth quantityand economic growth quality. Economic growth quantity reflects the speed ofeconomic growth, and economic growth quality reflects the attribute of economicgrowth. Since the middle of the last century，the traditional economic growth opinionof chasing growth speed and economic amout has been accepted by many developingcountries in the world. Many countries paid their attentions on economic growthquantity, and ignored the economic growth quality. Their dogma of economic growthis about quantity not quality, and many problems have appeared. Because of pursuingthe quantity growth, many problems have been appeared, such as economic structureimbalance, income distribution inequality, shortage of resources and environmentalpollution. Some economists have considered the significance of economic growth.Nowadays, the research on economic growth quality is the main issue of the worldeconomic growth. As a typical developing country, economic growth quantity hasexpanded quickly in China since the reform and opening up. However, the problemsabout economic growth quality have also appeared. Many problems play negative rolein sustainable economic growth in China, such as high investment and low output,high emission and high pollution. Quality reflects the attribute of economic growth.High-quality economic growth is not only the process of quantity extension but alsothe process of quality improvement.Therefore, we must pay more attention onupgrading economic growth quality and the living standards of both urban and ruralresidents.The concept of economic growth quality has not been defined clearly. Accordingto the related theory, economic growth quality refers to the proportion of resourceelements investment, the effect of economic growth and the efficiency of economic growth. What is more, economic growth quality also can be explained ascomprehensive consideration of economic welfare, incentive mechanism, technologyinnovation, growth rates, profitablity and stability. Therefore, in this paper, economicgrowth quality was defined from two perspectives, from the perspective of the processof economic growth, economic growth quality refers to economic structureoptimization, and economic stability operation. From the perspective of economicgrowth results, economic growth quality refers to the changes of residents welfare,and the protection of resources and environment. According to the concept ofeconomic growth quality, the connotation of economic growth quality includes sixaspects, they are efficiency, stability, distribution, sustainability, welfare andcoordination. This paper analyzed the situation of economic growth quality in China.The comprehensive evaluation of China’s economic growth quality showed that theimprovement of quality did not keep pace with the expansion of quantity. That is tosay, the rapid expanding of economic scale didn’t bring the improvement of growthquality. This had proven the China’s economic growth can also be called the quanitygrowth since1978. The quality of economic growth must be improved urgently.According to the theories of institutional economics, institutional change playsimportant role in economic growth. A more efficient system instead of another kind ofsystem, this course is called effective institutional innovation. Institutional innovationinfluences production inputs, production elements can be used effectively.Institutional innovation influences social needs, the demand of consumption,investment and export can be realized. Institutional innovation influences economicstructure, industrial structure, urban and rural structure, and regional structure can beadjusted and improved. Institutional innovation influences science and technologyinnovation and progress, innovation structure has been changed and creativity ofeconomic subject has been released through the insitutional innovation. Overall,institutional innovation is helpful for economic growth. Studies have confirmed thatinstitution plays a key role to the decision of economic growth mode in a country.However, there has been no clear understanding of the relationship betweeninstitution innovation and economic growth quality. According to the theories of new classical economic growth, knowledge and human capital are endogenous growthfactors in economic growth quality improving, but we must realize that the effectiveinstitutional change also has long-term effect on economic growth quality improving.Institutional innovation can stimulate the creativity and enthusiasm of economicsubject, and optimize the allocation of resources mode. Institutional change can causethe changes of relative price in market, and promote industrial upgrading. Institutionalinnovation is an important force in improving economic growth quality. In China’seconomic growth, institution plays very important role. Institutional reform hascarried out since1978, there are special elements combination and institutionalframework in China. However, because of the economic situation renewal, someinstitutions in the institutional framework can not be helpful for economic growth inChina, institutional bottleneck has play negative role in economic growth qualityimprovement. Therefore, unreasonable system framework should be changed andimproved.This paper analyzed the function of institutional innovation in economic growthquality improving, and put forward the feasible insitutional path of economic growthquality improvement in China. Specifically, besides introduction and conclusion, thispaper is comprised of seven parts. In the part of introduction, overview of researchbackground and its significance was provided, and the current research status oneconomic growth quality, including research perspectives, methodologies, logicalframework, and fundamental topics, ideas, major theoretical or research innovationsand next works. In addition, this paper also described briefly in this section thefundamental framework, theoretical value, and realistic significance of this study. Inthe first chapter, the related theories about economic growth quality and institutionalinnovation have been explained. In the second chapter, economic growth qualityevaluation system has been built. Research on this evalution system can lay the basisof further research. In the third chapter, according to the evaluation system ofeconomic growth quality, which were built in the second chapter, the economicgrowth quality of China could be evaluated, and the problems of economic growthcould be realized. In the fourth chapter, institutional innovation was associated with economic growth quality, and institutional structure in economic growth wasdescribed and explained in this chapter. In the fifth chapter, from the perspective ofqualitative and quantitative, the influence of institutional innovation on economicgrowth quality in China was analyzed. Because of institutional bottleneck, it has beenvery difficult to improve the quality of economic growth. In the sixth chapter, thelessons from different countries’ economic growth quality and institutionalarrangement were introduced, the existing experience and lessons could be useful foreconomic growth quality improvement and institutional construction. In the seventhchapter, the focal point of institutional innovation and the principle of institutionalinnovation were raised. Standardization ideas and policy suggestions were putforward in this chapter. The last section was conclusion, in this part, the initialexploration and basic conclusions of this paper was summarized. |
