Balance urban and rural development, narrow the gap between urban and rural are the basic demand to build a harmonious society. Since the16th CPC national congress promoted the balance urban and rural development, the development strategy has been boosted a new stage by the lead of Party and government, the pattern of splitting between urban and rural、 close to each other has been broken, the level between urban and rural has been improved, but it has a long way to go to realize complete development between urban and rural. We have to admit that there have many uncoordinated point about the relationship between urban and rural at present.The21century is a age which the acknowledge has predominance, the development of society is exercising a stagey change from financial capital to human capital. It indicate that human capital has huge economic value as final competing resources, it must become an inexhaustible motive force source for various countries economic development. As knowledge carrier agricultural human capital has no doubt play an increasingly role in solving three rural issues、balancing urban and rural development. Now the shortage of human capital in our countryside and the unequilibrium fluxion of human capital between urban and rural influence even obstacle smoothly transition of rural economy and the process of urban-rural integration development. Just because of this, the text put emphasis on allocation of human capital. The allocation of human capital on agriculture or countryside has reflected its importance to balancing urban and rural and upgrading industry. So the research on allocation to agricultural human capital play a more and more active practical significance.This dissertation reviewed the literature at home and abroad and analyzed rural labor transfer in China, the text makes deeply discussion to the above those problem from allocation of human capital, seeking narrow gap between urban and rural, realizing long-term mechanism on urban-rural development. The general thought of the text as follows:Firstly, the text does empirical analysis the relevance of balancing urban-rural development and agricultural human capital on the basis of analyzing correlation theory. From the result of empirical research, other than system and geographical reason result in rural economy grow slowly, enlarge the gap between urban and rural, even different areas, a very important reason is the stock of human capital is low and there is large difference in area. The urban-rural income gap mostly result from overflow effect of human capital during the process of rural floating labor force. China urban-rural development is facing double challenge: shortage of the stock human capital and the unequilibrium fluxion of human capital between urban and rural even inter-area. Secondly, since more than60years of PRC founded, from longitudinal historical study, it indicate that the allocation type of agricultural human capital and relevant system policy experience three main stages, planned economy dominant stage, from planned economy to socialist market economy stage, the historical change of China agricultural human capital allocation type during the establishment and improvement of socialist market economy system, the text briefly analyze advantages and disadvantages of the change process, laying the foundation in order to seek present agricultural human capital optimal allocation through economy system correspond to human capital allocation type. Horizontally, the text makes a research on type and experiences about balancing urban-rural development and human capital allocation to many agriculturally advanced countries such as America, Japan and so on, and also to developing countries such as Korea and so on, we learnt experiences from the research.. On the basis of this, the text analyze present skewed relations between balancing urban-rural development and agricultural human capital allocation, and make deeply analysis for the reason.Thirdly, adopting AHP-SEM method to analysis influencing factor on agricultural human capital allocation, the conclusion is market should give full play its leading function on agricultural human capital allocation. However, external factors from market itself and government, to some extent, restrict China agricultural human capital market allocation to play its role, in addition, because of our special national conditions, some special area need government make administrative allocation on human capital, this is also prerequisite basis for the partion mixed allocation type on agricultural human capital.Finally, on the base of preamble analysis propose agricultural human capital mixed allocation type for the three regions. We must clear two core problems in adopting different areas agricultural human capital mixed allocation system:one is how to balance developed areas and undeveloped areas, but not always:the peacock flies to the southeast."; the second is how to guide the allocation of urban spare human capital in each area, but not always" non-agriculture flow of agricultural elite. The text builds agricultural human capital allocation long-term system during the process urban-rural development aim at the unequilibrium fluxion of human capital between urban and rural even inter-area. Including rolling-out peasant right protection system and excellent human capital transfer to rural gather system. Under the current urban-rural dual structure, the more important is how to guide city people and how to regulate college students to go basic level and rural. Based on this, form the agriculture and forestry professional "free agreement" training mode angle, form the operating level compose human capital allocation long-term system of college graduates grass-roots employment, to provide ideas in order to solve contradiction between the shortage of modern agriculture rural grass-roots human capital and the professional floe of agriculture and forestry college graduates.
