Qianzhong Hydraulic Project is the largest hydraulic project established by ourParty and country since the founding of new China, and is the leading hydraulicengineering during the time period of Twelfth Five-year Plan in Guizhou province aswell. This project is situated in the political, economic and cultural center of Guizhouprovince——Central Guizhou and is a comprehensive utilization strategic povertyalleviation project which is mainly constructed for irrigation, urban and rural watersupply and power generation and so on. This paper takes the Qianzhong HydraulicProject as study background to analyze and research the water resources allocationand economic calculation of this project in terms of engineering water resourcessupply and demand balance, optimal allocation, eco-compensation and engineeringwater price accounting research and so on. The main research contents andcontributions are shown in the following:(1) Collect and process relevant materials of Qianzhong Hydraulic Project by theways of field survey, deep investigation and extensive collection and so on, especiallycollecting the materials like the original hydraulic engineering in this region,economic and social development profiles and the geographical position, naturalconditions and engineering construction tasks and scale of the project. And meanwhileread extensively and study domestic and foreign relevant academic literatures andfollow the recent advances in related field and then serve basis and backgroundmaterials for the following chapters.(2) Based on the current water resources condition of this project, apply scientificforecasting methods to analyze and study the supply and demand balance of waterresources over three aspects in Qianzhong Hydraulic Project: the first is the waterresources supply and demand balance analysis in the upstream analysis area anddownstream affected area of Pingzhai dam site in Sancha river which is the watersupply area of Qianzhong Hydraulic Project; the second is the water resources supplyand demand balance analysis in the irrigation area of Central Guizhou; the third is thewater resources supply and demand balance analysis in towns of Guiyang city andAnshun city. The above water resources supply and demand balance analysis resultsare to lay the foundation of water resources balance of this project and providequantitative allocation basis for water resources optimal allocation of this project.(3) According to the research achievements of water resources supply and demand balance in Qianzhong Hydraulic Project, formulate the principle of distributingdifferent regions and the optimal object of water resources allocation. Considering theeconomic, social and ecological objects, establish the water resources optimalallocation mathematical model and solve the model by using ant colony algorithm toobtain the water resources optimal allocation table. The optimal allocation results willprovide practical guiding significance to engineering construction and innovativebreakthroughs to the long distance water transfer projects in terms of engineeringwater price economic accounting.(4) Based on the engineering water resources optimal allocation and theelementary theories of ecological compensation’s concept, calculation basis andcompensation principles, methods and approaches, comprehensively analyze andstudy the impacts of transferring water from Sancha river on the ecology andenvironment of water supply areas in the irrigation area of Central Guizhou and theintake areas of Anshun city and Guiyang city. From the perspective of economiccompensation, put forward using single-index, multi-index and deviation and variancemodel to calculate the engineering ecological compensation and calculate the abovethree models to obtain the percentage of compensation between water supply areasand irrigation area in Central Guizhou, intake areas in Anshun city and Guiyang city.And by analyzing and comparing comprehensively, the ecological compensationsharing of this project belongs to the water right business at the same class and in thesame area. According to the results by using water quantities sharing method insingle-index water benefit areas, this research and analysis is the best and directindicator in terms of the economic interest of water supply areas and benefit areas andenrich the theoretical basis of domestic and foreign long distance water conveyanceecological compensation.(5) According to the basic theories of analyzing in detail water resources values,water price essence and connotation and the fundamentality of engineering waterprice model and the engineering practical situation, establish multi-sources nonlinearwater price model for intake areas of Qianzhong Hydraulic Project such as irrigationareas of Central Guizhou, Guiyang city and Anshun city and using ant colonyalgorithm to solve the model. The water price of irrigation areas in Central Guizhou,country towns, township and human and animal drinking engineering are0.05,0.3,0.3and0.05yuan per cubic meters respectively, and the water price of the main canalend of engineering (in the front of the water plant in Guiyang city) is0.75to0.95 yuan per cubic meters. And the water price of users is1.80yuan per cubic meterswhich is0.15yuan cheaper than the price (1.95yuan per cubic meters which notincludes sewage charge) of users in Guiyang city in2012. The research results canprovide decision-making basis for the water price approval department of this projectand lay the theoretical foundation of water price economic calculation of longdistance water conveyance engineering.
