With huge information capacities and perplexing structure relationships in the human-computer interface (HCI) of the complex information system environment, it is easy to cause the imbalance between the interface information coding and the human cognitive mechanism. The HCI with over-the-horizon global situation displays is the key technical field of the normal operation of complex information systems. Getting rid of the limitation of the hardware dial, designers can open the creative door for the interface design by using the method of the multimodal interaction in the digital interface. For the equilibrium of cognitive load (CL), design methods are proposed to improve the efficiency of HCI and to reduce human errors, basing on the demand of coding methods and the experimental verification. To achieve the equilibrium of CL, it is needed to consider about both the CL too high or too low may cause a negative impact on human information processing. The two phenomena may reduce the reaction speed and the correctness of operators, and even influence the efficiency of systems. Based on the analysis of CL problem in the HCI and on research status in China and abroad, methods of theoretical researches, experimental observations, prototype developments and example verifications are combined to carry out the research on basic theories, methods and optimization strategies of the equilibrium of CL. Firstly, through the studies of design information coding and brain information decoding, the relationship between brain information decoding and CL was found. Constructing the relationship between the CL and design elements with knowledges of the source, classification, resource consumption and hierarchical structure of CL. Taking the working memory as a breakthrough, the structure and relationship frame of the equilibrium of CL are proposed to provide academic basis for the following research. Secondly, according to the structure and relationship frame, the three angles of working memory capacity, object working memory and spatial working memory are carried on to study coding rules. On the one hand, basing on task characteristics of the complex information system and visual cognitive features, different levels of the time pressure are obtained through the experiment. Results are applied in the cognitive capacity experiment to obtain capacity thresholds of color and shape. Then the information coding principle under different time pressures are established. On the other hand, as for the detectable and distinguishable loads, the objective information coding rules are established basing on the visual perceptual layering for color and shape, according to the time correlation principle, the attentional capture theory and the discrimination task experiment. As for the intelligible, accessable and predictable loads, the spatial information coding rules are established basing on visual perceptual orders for layout and visual structure, according to the space-time proximity principle, the principle of spatial configuration and the contextual cueing effect in visual search eye-movement experiment. Finally, the systems design, activity-centered design, perceptual layering and perceptual ordered coding methods are integrated to establish information coding structures, coding rules and methods of the equilibrium of CL in the HCI. Considering the aspects of cognitive capacity and human performance, the computer aided design prototype is developed with color perceptual layering rules. According to information coding structures, processes, principles and methods those proposed, the special interface design and CL evaluation experiment are carried out. And the eye movement experiment results verified the effectiveness and feasibility of the information coding method and the framework presented in this paper. To reduce the risk of accidents caused by cognitive overload and the cognitive underload caused by the low human error, the quantitative and qualitative principles are presented for the selection and coding of design elements basing on the equilibrium of CL. With providing the information coding method and experimental study methods for solving the problem of CL in the human-computer interaction of the complex information system, this paper puts forward an effective research idea and direction for the imbalance of CL. Also, it made a positive contribution to enhance staff cognitive abilities and decision qualities for the multidimensional digital human-computer interaction environment in China’s complex information system from the view of design.
