The wrap land dam is one of the soil conservation measures, which is built up in the gullies aiming to retain water and trap sediment. It is evidenced that the benefit of wrap land dam is so high that the measure plays an important role for trapping and reducing sediment in the Yellow River. Additionally sediment silts gullies by wrap land dam and the high productive flat farming land are generated. It is helpful and significant for wrap land dam to solve the"three agriculture"problem, maintain the"slope land conversion"results, improve the environmental quality and ensure regional economic sustainable development. Ministry of Water Resources (MWR) mandated that the wrap land dam as the"light project"would be established extensively in the Loess Plateau. It is sediment for the establishment of wrap land dam which relies on. Since 1980, a big deal land use structure adjustment and soil conservation environmental construction happened in the Loess Plateau and had greatly and increasingly affected the hydrological regime, soil erosion and sediment transportation in catchments and gullies. Especially under the current performance of"Slope Land Conversion Program", the big area of slope farming land had already and will be converted to grass or forest. A great impact of soil conservation and vegetation alternation on runoff and sediment transportation will affect the dimension of wrap land dams, collocation of the different dams, their spatial distribution, their technological indexes and economic benefit. Taking the YanHe basin as an example, understanding of how the land use change and the vegetation will be alternated especially under the current performance of"Slope Land Conversion Program", how it influence runoff and sediment transportation and how these impacts further affect the planning and establishment of the wrap land dam system will help the relative departments make the rational decision. The research's main results and conclusion are following:...
