Study On Formation Causation Of Building Safety Accident And Early Warning Management

With the development of national economy continually and steadily, the building industry has already become the important strut industry of national economy. The enormous investments of engineering construction and the characteristics of labor-intensives have made building safety casualties and comparatively serious property loss. Thousands of labors die annually because of building safety accident and the economic loss is over ten billion and higher than the western developed country far. The situation of building safety of our country is only second to the mine and dangerous chemical product field, and has influenced the sustainable development of the building industry seriously. The government set up the struggle objective of constructing the well-off society in 16th National Congress of Communist Party of China and emphasized that we must pay close attention to the safety in production and guarantee national wealth and people's life's security. On February 28, 2005, the National Safety Production Supervision and Administration Bureau is promoted as the national safety in production and supervised and managed the general bureau. These situations indicate that building safety problem has already caused the great attention of the State Council and relevant department at present.According to the higher happening rate of building safety accident, first we analyze the current situation of the building safety production and management of our country using some research means such as the questionnaire and on-the-spot interview, etc in this paper. Then we analyze the influence factors that cause the building safety accident on the basis of the analysis of current study and draw the conclusion that these factors are the reason of workers, things, environment and management. And we construct the theory model ARCTM (Accident Root Causes Tracing Model) for analyzing the building safety accident according to these factors. It is helpful for analyzing the unfavorable construction condition of construction site. Secondly, we study the method of Support Vector Machine and forecast and evaluate the building safety accident using this method. According to our research result, we know that the method of Support Vector Machine is feasible to little sample data of some construction enterprise. Meanwhile, this method supplements the content of analytical method of building safety accident in our country too. Thirdly, we carry on the study of constructing the system of building safety production and management on the basis of previous two parts. According to the instruction of occupational health & safety system and the auditing norm of occupational health & safety system issued on December 20 2001, we offer the procedure of constructing the occupational health & safety system of construction enterprise based on OHSMS and we also offer a case. The research contents of this part has strong theory and practice directive significance in instructing the construction enterprise to set up occupational health & safety system and improving the safety management level of construction enterprise. Finally, we study that how to establish the early warning system using the advanced computer technology. In this part, we mainly study the early warning model, the structure design of early warning system, network design of early warning system and operational mode of early warning system.
