In recent twenty years, there have been many large-scale power system blackouts resulting in huge economic losses. If each control is launched coordinately to fully mobilize the potential means, the coverage and efficiency of controls are improved, which will reduce the damage greatly caused by the blackout.The Post-Emergency Voltage Control (PEVC) is defined as "when the power system collapsing, to ensure important area power supply and maintain neighboring independent area safe operation, the implementation of a real-time, on-line, decentralized, super-urgent security and stability control "The basic framework of PEVC is established firstly. The Third-Category Control is a novel control system which has character of integrated information and decentrolized control. Based on Third-Category Control and multi agents system, the basic framework is established.Then laying defence hierarchically and reducing defence dynamically are studied. Focusing on the important area defence line with compression of the nest characteristics, while theαdecomposition algorithms have nest of decomposition characteristics, aαdecomposition stratification algorithms is proposed to meet the needs of online calculation of large power system.Then the information fault-tolerance and channel fault-tolerance in the PEVC are studied. Based on traditional information theory, extensive multi-agency power system model information is established. Through "information group transmitting and transferring ", the character of multi-agents system and the theory of information are integrated to achieve the PEVC fault-tolerance function.Then the PEVC applied to the system integratede with large-scale renewable energy is studied. Based on the coordination mechanisms of the PEVC, the implementation of system control devices can online coordinate to enable to effectively deal with the impact of large-scale distribution system to system stability.Finally exploratory work of multi-agents system UCA2.0 modelling is conducted. Each control agent needs information seamless communication. UCA2.0 is adapted to such development need. With STATCOM as an example, the data modelling is explored primarily in the context.The special points that the PEVC is a useful addition to the third defence line and some specific ideas in PEVC are likely to temporarily implement hardly (such as the third category control and multi-agent systems). Aim of this paper is to call attentions of power system researchers and advocate investigation on this possible new research area.
