The recent technological achievement of lithium ion secondary batteries is traced. In the preface, stated the positive and negative material synthesis method and development possibility. It is introduced that the main factor of the lithium-ion battery characteristic of request, indicated the superior electronic properties is mainly related to the cathode material preparation.The paper investigated the synthesis process of tricobalt tetraoxide fine particles by the uniform sol-gel method, using a few analysis equipments test the particles. Perfect tricobalt tetraoxide fine Particles were prepared by a special precipitation method. The process affect factors of synthesizing the new fine material tricobalt tetraoxide particles were discussed, such as temperature, the solution pH, revolution of stirrer, maturing time, washing water times, drying condition, the color change of process, were discussed, its formation mechanism and structures were systematically studied and discussed, tested the fine particles, The XRD test showed that the peaks became wide. It is different to the traditional Co3O4 particles. The fine particles appearance is spherical and dispersion behavior very well. The distribution of particles volume average diameter D50 is 2.397μm and specific surface area 2.906m2/g, particle numbers average diameter D50 is 0.069μm and specific surface area 8.49m2/g. Its loosing density is only 1/8-1/10 of the traditional Co3O4 Particles.The study used the fine powders as starting material prepared the LiCoO2 powders by the low–temperature state reaction. The paper investigated the process for synthesized the lithium cobalt oxide. In a LT-solid state reaction, Co3O4 and Li2CO3 particles mole ratio,mixing time,grinding time and drying temperature are discussed, the grinding time is decreased notably and the mixture is more homogeneous than the traditional Co3O4 particles. It is only spend 1/4- 1/5 mixing time of traditional Co3O4 particles. The next step, rising the oven temperature at 400-500℃, the mixture was put in the oven and acquire the LiCoO2 powder. Measure the powder properties by the XRD, ICP, laser-size-finder equipments. LiCoO2 powder D50 is 4.18μm,appearance is mainly spherical,loose density is 1.38 g/cm3,tap density is 2.3 g/cm3,specific surface area is 0.45 m2/g,Co/Li ratio is 1.002-1.008.
