As the power grid structure of our country is still not enough strong, installing the stability control device is the main means to operating the power system stably and securely. The stability control device now used still has some defect, so it is very significant to develop a new generation stability control device. The target of this paper is to develop a new stability control device, which could be the local area stability control device, and could also be part of the large area stability control system. The new device should overcome the shortcoming of the old device, and improve the flexibility, and shorten the serve time to be adapted to the fast development of the power system. The main points of this dissertation are listed as the following:This dissertation uses the field bus in the stability control device for the first time. The field bus is used to be the main communicate media of the modules of the device. This make the device has the distributed and layered structure. With changing the number of all kind of module, the device is very to adapt to the different power system. The paper also research on the problems about using field bus in device, and point out that CAN bus is the most suitable communicating media of the stability control device. The experiment could testify the reliability of the communication.Based on the analysis of the stability control device's function, this paper dived the device into several standardizing modules; the modules could be produced in batches. This increase of the quality of the device and the speed of develop of new project.The new high-speed communication scheme based on FPGA is presented to fulfill the need of the interconnection of the device in large area stability control systems.Based on the research of the device software function, the software engineering theory is used to develop the relay and the stability control device. The four-layer software model is presented and the software, which is programmed according to the model, could be easier migrated and has more reusability.The architecture of the device software has been researched, the new multitask structure, sample interrupt + main program + timing interrupt + communication interrupt, is presented.The IEC61131 standard is researched, the new software program method according the standard is presented for the first time. Through the reprogram manner, the program of the device could adapt the new need of the power system without any modification. This make the device is very flexible.The new testing system for the stability control device is presented. To resolve the problem of test the strategy table, the new testing scheme based on the field bus is presented. This scheme could test all the strategy of the device.
