To found the healthy water environment has already become the part of our national social economy sustainable development tactic. Groundwater environment is the main element of water environment, it not only can provide the important resource service for the constant development of mankind, but also can maintain the balance of ecological environment. Groundwater environment health is the basis and secure conditions of ecosystem health. The groundwater environment around mankind is facing the trend of sharp worsen influenced by human activities. Human activities have induced the status destabilization and function decline of groundwater environment, even endangers the healthy development of ecosystem, which is the living foundation of human being.We have carried out much research in the field of groundwater science and engineering, aiming at groundwater environment evolution under the effect of human activities, as well as providing the constant service function for the development of human beings, and so on. However, we have not still carried out the study on the basic theories and evaluation architecture of groundwater environment health at present. Therefore, discussing the basic theory and evaluation architecture of groundwater environment complying with sustainable strategy altitude as the basis of water resources sustainable utilization, will have the important theoretical and practical value to promote the sustainable utilization and administration of groundwater and benign development of ecosystem. The main achievement and conclusions obtained by the study are as follows:1. Establishing the theory system of groundwater environment health under the guide of system idea for the first time.(1)Connotation and characteristics of groundwater environment health.Groundwater environment health is the stability and sustainability in the aspects of keeping the balance of ecosystem and providing the resource service for the society development of mankind. The healthy groundwater environment is capable of maintaining its normal function, which is supplying stable quantity of groundwater, having the reasonable water table, holding the stability of hydro-chemical component, maintaining the stabilization of geo-environment, providing good performance of prevention and bearing the recuperability of menace by means of self-adjusting.The concept of groundwater environment contains the understanding about the integrated function of groundwater, and trying to acquire the balance point between ecological environment protection and normal making use of groundwater integrated function. Maintaining the health status of groundwater environment is the strategic direction for sustainable utilization and management of groundwater resources. Groundwater environment health evaluation is the integrated study on the function of groundwater environment, which is a kind of tool for assessing sustainable utilization and administration of groundwater resources. Its intention is to build a set of evaluation architecture for the healthy status of groundwater environment system, and assess the evolution trend of groundwater environment during the long evolution process under the drive of natural condition and human activities. The main research content of groundwater environment are as follows, identification and diagnosis of the influence on the function and stability caused by changes of human activities and natural environment, evaluation architecture of groundwater environment health, assessment method of groundwater environment health, safeguard system for groundwater environment health, and so on.( 2 ) Identification and diagnosis of the effect on groundwater environment health influenced by human activities.The relation between groundwater environment health and human being activity is very close, people's social economy activities depend on the normal function of healthy groundwater environment, on the other hand, people's intensive activities obviously affects groundwater environment health. Groundwater environment evolution is the changing process and results of status and function of groundwater system under the effect of natural and artificial factors. Groundwater environment system evolution process accords with the characteristics of dissipative structure system.We can describe the evolution direction of system by using the relation between the information entropy of the evolution dissipative structure system and system's order parameter. We can study the evolution pattern of groundwater environment by regarding groundwater resources amounts as the sequential parameters. We can describe the coincidence degree by using the gray correlation modulus between the actual exploitation amounts series and allowable exploitation amounts series of groundwater resources, then use the entropy to express the quantizing results for correlation modulus, at last we can distinguish evolution direction for groundwater environment by analyzing the changing character of information entropy in various period.(3)The evaluation index architecture and composition of groundwater environment health.The evaluation index architecture of groundwater environment health not only incarnates the dominant ideas of coordinated development of various subsystems composed of ecosystem, but also let the evaluation index architecture can truly describe the status and evolution trend of groundwater environment. The evaluation index architecture for groundwater environment health can be divided into three gradations, which are object tier, rule tier and target tier. The object tier is groundwater environment health. The rule tier is composed of five attribute index groups, which are natural, ecological, environmental, social and economic attributes of groundwater environment health. Each attribute index group is composed of various individual indices, and the attribute index groups containing 39 individual indices completely. In the study, we divide every index into three states according to national and local standard, which are"healthy"",sub-healthy"and"unhealthy"grade states.(4)The evaluation method of groundwater environment health.The groundwater environment health valuation is to assess the healthy status of groundwater environment system by building the integrated valuation model and according to evaluation index architecture and valuation standard of groundwater environment assessment, the study can provide decision-making for sustainable utilization and administration of groundwater resources. The paper constructs the fuzzy preferred integrated evaluation model to evaluate groundwater environment healthy degree. This evaluation model is constructed based on weight of entropy and principle of maximum entropy. The evaluation model can make full use of system information, considers the fuzziness and indeterminacy of the evaluation standard and evaluation indices, therefore, it overcomes the disadvantage of artificial subjectivities in the course of combined evaluation modal effectively.(5)The safeguard system for groundwater environment health.The safeguard of groundwater environment health involves in hierarchical factors of nature, politics, economy, technology and so on. It is a project concerning technicality, sociality and policy. The paper builds the groundwater environment safeguard system including six subsystems. They are information system support, law and policy support, managing system support, development monitoring system support, protecting project measure support and economy support. The subsystem provides the decision reference for groundwater sustainable utilization and management.2. The application of groundwater environment health theory system and method in Hengshui city.( 1 ) Analyzing the evolution rule of groundwater environment influenced by human activities in Hengshui city.With the development of economy, the force of interfere from human activities is enlarging, which makes the groundwater environment in Hengshui city experiences a complicated process. Since 1950's, the groundwater environment has experienced four evolution processes including original combination, exploitation and recharge balance, exploitation and recharge unbalance and the ecological environment worsening. Overexploiting groundwater large-scaled has caused many problems such as groundwater dynamic field, groundwater chemistry field and groundwater space structure dissociations. Groundwater environment enters a new evolution period influenced by human being's intensive disturbance. The character of the information entropy in this evolution course also indicates groundwater environment in Hengshui city is in the evolution state of rebuilding the new stable state, however, this status is not a kind of "healthy" state expected by people. There is extremely large difference between the groundwater environment factors in such stable state and the primitive stable state.(2)Evaluating the present healthy state of groundwater environment in Hengshui city.We use the principal constituent analysis to build 15 evaluation quotas of groundwater environment such as groundwater replenishes resource modulus, deep steady decline with a rate from groundwater, groundwater grades synthetically, groundwater exploiting degree, GDP output consumption per 10,000 RMB, field irrigation norm and so on. Under the current condition, most of the evolution quotas appertain to"unhealthy"grade. Groundwater environment state in every administrative region is relative to"unhealthy"grade. The grade of them from minimum to maximum is Raoyang county, Jing county, Anping county, Wuyi county, Wuqiang county, Zaoqiang county, Fucheng county, Jizhou city, Shenzhou city, Gucheng county, Taocheng district. The groundwater environment in Taocheng region is in"unhealthy"status, but the groundwater environment in other periphery county of Taocheng district is in the state of between"sub-healthy"and"unhealthy".(3)Forecasting the evolution trend of groundwater environment in Hengshui city.If we maintain the current situation maintaining groundwater's exploits amounts in the year of 2002. The groundwater level will still display a steady declining trend. The groundwater hydraulic gradient enlarges and the difference between the deep groundwater level and the shallow groundwater level enlarges, too. The speed of covering shallow salt groundwater accelerates and the surface subsidence promotes its speed. So the healthy groundwater environment state worsens further. With the South-to-North water diversion project putting into effect, the changing occurrence of water supply structure in Hengshui city may produce a lot of positive effects to groundwater, groundwater level will rise and the salt water interface lowering speed slows down, the surface subsidence will be effectively controlled and the groundwater environment system will develop to the benign direction.(4)The forecasting evaluation for groundwater environment healthy state in Hengshui city.In response to the changes of groundwater environment state after we put the South-to-North water diversion project into practice, we can appraise the healthy degree of groundwater environment in Hengshui city in 2020. There is no obvious difference among every region's groundwater environment state relative to every healthy grade. The groundwater environment is still in"unhealthy"state, but the groundwater environment degree relative to"healthy"and"subhealthy"grade increases compared with current situation, and the groundwater environment degree reduces relative to"unhealthy"degree. The groundwater environment system in Hengshui city is entirety in"sub-healthy"state in 2020. It indicates that water resources quantity increases after the South-to-North water diversion project is put into effect. Furthermore, we put forward to water-saving strategy and the water resource environmental protection project is put into effect gradually. So the groundwater environment in Hengshui city develops to benign direction under the human being's scientific and reasonable controlling measures.
