Research Of Shanghai Municipal Health Bureau (1945-1949

Public health administration is an effective means for the state to strengthen the management and supervision of health services such as epidemic prevention,maternal and infant health care,medical administration and medicine,and environmental sanitation,with the aim of promoting the development of national health services and improving the physical fitness of the people.Shanghai began to have an independent health administration after the establishment of Shanghai Commercial Port Health Bureau on August 24,1926.After the development and evolution of Shanghai Special City Health Bureau and Shanghai Municipal Health Bureau,the Shanghai Municipal Health Bureau came to a standstill after the fall of Shanghai in November 1937.After the victory of the War of Resistance against Japanese Aggression,the Shanghai Municipal Health Bureau was rebuilt and became the national organization to manage the health administration of Shanghai after the war.After the demobilization of Shanghai Municipal Health Bureau,on the basis of receiving enemy and pseudo medical institutions and medical supplies,they integrated and utilized them,and set up new health institutions such as hospitals and clinics,thus starting the medical and health rehabilitation and construction of Shanghai after the war.After the war,Shanghai Health Bureau established a relatively complete organizational structure and a large number of affiliated institutions,which play their respective functions and are under the command and management of the Health Bureau.However,in the war environment,the currency depreciated and prices soared,and the financial funds allocated to the Health Bureau could not meet its operation requirements.The shortage of funds affected the organization and operation of the Health Bureau and the promotion of related businesses.From the perspective of human resources,the director of the Health Bureau has outstanding professional quality and certain work experience.They are knowledgeable,able to handle the affairs of the Health Bureau,and have made some achievements during their tenure.The general trend of the staff of the Health Bureau is highly educated and young.In personnel management,the Health Bureau has made specific provisions on staff attendance and leave,performance appraisal,rewards and punishments,salaries and benefits,which is conducive to improving work efficiency.On this basis,the Bureau of Health mainly carried out medical and health practice activities,such as management of medical personnel and pharmaceutical industry,management of public environmental health,implementation of health care services,disease prevention and control.The medical and health construction of the Bureau of Health improved the health service system,improved the medical and health conditions,and improved the poor medical and health conditions during the war.However,due to the limitations of the external environment,the lack of funds,and the poor management of the government,there were some problems,such as the chaotic management of medicine,poor sanitation,the slow implementation of health care,the lack of a long-term epidemic prevention mechanism and so on.On the one hand,this reflects the health Bureau’s attention to the medical and health undertakings closely related to the people,on the other hand,it also shows the government’s low ability of social management.
