With the development of urban economy and the improvement of rural productivity,the group of migrant workers has shown a huge advantage in size and has become an important supporting force for the new urbanization strategy.As a system established to compensate workers for economic losses caused by disease risks,basic medical insurance has played an important role in resisting disease risks and protecting health rights and interests of migrant workers.However,due to the lack of policies on basic medical insurance in China and the modern differentiation of migrant workers,the current basic medical insurance system is gradually unable to meet the health protection needs of migrant workers.In view of this,on the basis of analyzing the current situation of the two generations of migrant workers participating in the basic medical insurance,this paper discusses the influencing factors of the two generations of migrant workers participating in the basic medical insurance decision-making,and proposes targeted measures to improve the basic medical insurance system and protect the health rights and interests of migrant workers.This study takes "intergenerational differences in the decision-making of migrant workers’ participation in basic medical insurance" as the breakthrough point,follows the research path of "theoretical research-empirical research-policy research",and takes the 2018 National Floating Population Dynamic Monitoring Data(CMDS)as the sample basis Conduct empirical analysis.First,a statistical description and analysis of the basic characteristics of the two generations of migrant workers participating in the decision-making of basic medical insurance were carried out.The basic medical insurance participation of repeated participation,inflow and outflow places is compared.Secondly,a binary logistic regression model was constructed to analyze the impact of intergenerational differences on the decision-making of migrant workers’ basic medical insurance participation and participation in various basic medical insurances,and the binary Probit model was used to test the robustness.The results show that both generations of migrant workers tend to participate in rural basic medical insurance,while the urban employee basic medical insurance participation rate of the new generation of migrant workers is higher than that of the first generation of migrant workers;both generations of migrant workers have repeated participation in insurance.There are differences between the two generations of migrant workers in the basic medical insurance participation decision-making in the inflow and outflow regions;personal characteristics,family characteristics,employment characteristics,social characteristics and mobility characteristics have a significant impact on the basic medical insurance participation decision-making of the two generations of migrant workers.Based on the research conclusions,this paper puts forward countermeasures and suggestions from four aspects: protecting the rights and interests of basic medical insurance of migrant workers,improving the level of human capital of migrant workers,orderly cleaning up the duplicate insurance of migrant workers,and improving the mechanism of different transfer and continuation of basic medical insurance.
