Research On The Government Emergency Science Popularization Cooperation In Public Health Emergencie

In recent years,frequent public health emergencies have seriously affected the safety of people’s lives and properties,and have also had a very negative impact on the development and progress of the entire society.In December 2019,an outbreak of pneumonia caused by a new type of coronavirus(“COVID-19”)broke out in Wuhan City.The Party and the state immediately activated the emergency response mechanism to effectively control the epidemic.In this process,emergency science popularization came into being,became an important part of epidemic prevention and control,and played an important role in the prevention and control of the new crown pneumonia epidemic.On the one hand,emergency science popularization provides the public with necessary epidemic science knowledge,interprets measures and policies for epidemic prevention and control,and provides a strong guarantee for epidemic prevention and control.On the other hand,the timely popularization of scientific knowledge related to virus prevention has also made positive contributions in curbing the spread of new coronary pneumonia and other epidemics.However,we also found that due to the lack of a mature and complete emergency science cooperation mechanism,several secondary problems,derivative problems and accompanying problems have arisen,which have also brought major obstacles to the response to public health emergencies led by the party and the government.Taking city A’s response to the new crown pneumonia epidemic as an example,through questionnaires and in-depth interviews,the author analyzes and concludes that city A lacks an authoritative leading agency with clear responsibilities and lacks a multi-departmental collaboration system in responding to public health emergencies.Guarantee,conflicts of interest among participating entities,unsmooth communication and collaboration,lack of a unified supervision and review mechanism,etc.,and through in-depth analysis,we found the reasons behind these problems,including the lack of authoritative leading institutions with clear responsibilities due to hierarchies,and some The rules and regulations of relevant collaboration are lagging behind,as well as conflicts of interest caused by the deviation of the direction of public interests,and the horizontal specialization of government departments leads to poor communication and information asymmetry.It is precisely because of these problems that In the event of major public health emergencies,emergency science popularization can effectively deal with the lack of supply and cognitive bias.This article is based on the research on emergency science popularization cooperation in major public health emergencies,taking city A’s response to the new crown pneumonia epidemic as an example,making full use of the "whole government" theory and "risk society" theory,from the government,scientific community,media organizations,the public and other multiple subjects,discuss the core features that emergency science popularization should have and the emergency science popularization cooperation mechanism suitable for contemporary China,study and analyze how to further build and improve the emergency science popularization cooperation mechanism in the construction of my country’s emergency science popularization work system,and put forward effective suggestions.
