Research On Drug Safety Supervision Issues In J City From The Perspective Of Collaborative Governanc

The responsibility of drug safety is heavier than Mount Tai since it concerns the health and life safety of the people.Therefore,an effective supervision of drug safety is not only the realistic demand to ensure the healthy life of the people but also the political need to promote the national livelihood project.Recently,China’s drug regulatory team keeps growing,the quantity of regulatory methods keeps increasing and the quality of regulatory methods is developing.As a result,drug safety supervision has made great progress.Moreover,the rate of national drug sampling inspection increases while the mass drug prices significantly dropped.However,under the background of the new round of national institutional reform,higher requirements have been put forward for drug safety supervision in China.In 2019,the newly revised Drug Administration Law proposes social co-governance as one of the principles of drug management for the first time,and required the establishment of a scientific and strict system of supervision and management.According to the report to the 19th National Congress of the Communist Party of China(CPC),we need to complete the social governance systems,improve the level of social governance and build a harmonious model of social governance featuring joint contribution,participation,and shared benefits.Therefore,it is necessary to conduct in-depth research and analysis on drug safety supervision from the concept of collaborative governance and provide new ideas for solving drug safety supervision problems in China.In the new round of reforms of national institutions in our country,great changes have taken place in drug regulatory system from top to bottom.Among them,the prefecture-level institutions are relatively complicate.In this thesis,I choose J city as the research object.By studying literatures,performing questionnaires and interviews and analyzing the cases,I proposed the problems in drug regulation and found out the causes of them.Furthermore,by applying the theory of collaborative governance and the theory of collaborative advantage and combining with the actual drug safety supervision in J City,a new governance mode is advocated: government supervision plays the leading role while the enterprises and the public are encouraged to participate in collaborative governance.Four countermeasures were put forward to optimize the drug safety supervision in J City:firstly,the concept of collaborative drug safety governance should be established,the emphasis of government departments on collaborative drug safety governance should be improved and the consciousness of the producers and operators should be consolidated;Secondly,it is important to promote the reform of government regulatory agencies for drug safety,promote the reform of regulatory agencies,optimize the reform of drug regulatory system and strengthen the assessment of regulatory personnel;Thirdly,J city should establish collaborative drug safety governance standards,improve the office of drug safety Commission and ensure the publicity of drug safety information;Lastly,improving the drug safety collaborative governance mechanism,deepening the interest coordination mechanism,optimizing the information sharing mechanism and building the drug safety joint liability mechanism are also recommended.
