Research On The Issues And Countermeasures Of Forest Resource Protection And Management In Dalian Puwan Economic Zon

Forest land is the core part of forest resources,is the key factor to maintain forestry ecological construction and forestry industry development,and is an important platform to accelerate the development of forestry.Forest land protection and utilization planning is to fulfill the responsibility of forest land resources management according to law.The planning,protection and utilization of forest land are of great significance and function for promoting the steady growth of forest resources in the whole region,improving the forest coverage rate and ecological environment,and realizing the sound economic and social development.Firstly,through literature research,this paper reviewed the relevant domestic and foreign discussions on forest protection,and combined with the relevant basic theories of sustainable development and ecological economy,explained the research direction of this paper;Then,this paper analyzes the forest land resource system and its management status quo in Dalian Puwan Economic Zone by combining AHP analytic hierarchy process,deeply discusses the current situation of forest land resource protection and management in Dalian Puwan Economic Zone,and finds out the main problems behind the forest land resource management efficiency and their causes,mainly including: with the rapid economic development,the pressure of forest land development in Dalian Puwan economic Zone is increasing day by day.It is difficult to effectively protect and rationally utilize forest resources.Secondly,the lack of scientific and accurate data support makes the decision unscientific,which affects the effect of forest land management.In addition,the construction of forest ecological engineering has received insufficient attention,resulting in the ecological environment has not been effectively improved.The backward planning concept of forest land protection and utilization is also one of the reasons for the problem,and it is necessary to update the concept to adapt to the new situation.Under this background,this paper puts forward the countermeasures of hierarchical protection management;According to different types or functional areas of forest land resources,Puwan Economic zone should adopt graded protection and management measures to ensure the sustainable use of forest land resources and ecological protection,and promote the benign development of economy and society.Specifically,from the four aspects of improving forest productivity and promoting forest land replenishment in Puwan Economic Zone,strictly implementing the quota system of forest land expropriation,promoting the implementation of key projects of forestry ecological construction in Puwan Economic Zone,and strengthening the control of forest land expropriation and occupation in Puwan Economic Zone,through the research and countermeasures proposed in this paper,In order to provide useful reference for the planning and management of forest resources in Puwan Economic zone.
