A Comparative Study On The Development Of Forest Management Plans In China And The United States

The national forest management plan is the premise and basis for doing a good job in national forest management.Scientifically formulating and strictly implementing forest management plan is an important means to standardize national forest management,improve forest quality,and achieve sustainable development.At present,there are many shortcomings in the formulation of Chinese national forest management plan.Comparing and studying the forest management plan of forestry developed countries is conducive to analyzing the problems existing in Chinese forest management plan and drawing on corresponding solutions.This paper makes a comprehensive analysis of the development process,planning content,related legal background of the US national forest management plan,comparative comprehensive evaluation and analysis based on the status of Chinese national forest management.Through comprehensive comparative research,Chinese national forest management plan mainly has the following problems:Weak law enforcement and lack of corresponding legal constraints;The national forest management plan lacks of public participation in the formulation process;Most national forest management plan lack specificity and the key points;No corresponding evaluation and supervision mechanism in the content formulation process;Chinese national forest fires and flammable lack of corresponding management measures,such as material management,protection of forest and timber management,soil resource management,forest tourism and recreation,landscape river management,climate change planning and so on.In view of some problems and shortcomings in the formulation of Chinese national forest management plan,and based on the characteristics of the US national forest management plan,put forward some relevant suggestions and measures:First,Strengthen public participation in the formulation of national forest management plan;second,refine national forest management and attach to the best available scientific information;third,Strengthening the adaptive management of program evaluation,revision and monitoring;The fourth is to compiling national forest management plan with sustainable management as the core;the fifth is to Increase national forest-related supervision and review mechanisms;finally,the management ideas and methods adopted to promote the implementation of the forest management plan.
