Research On The Impact Of Green Agricultural Policies On The Green Production Behavior Of Small Farmer

Promote the development of green agriculture in our country more focus on cooperatives,agricultural large family,the small farmers is still an important mainstay in agricultural management main body,small farmers natural vulnerability risk aversion and production show that the proposed for the transformation of the mode of production with high negativity and resistance,and small farmers in agricultural production for the amount of chemical fertilizers did not take the point,In order to pursue output,they tend to produce with high fertilizer and high medicine,which leads to pesticide residues in agricultural products,environmental pollution and other problems.Therefore,in order to promote the transformation of agricultural production to green development,we must promote the transformation of smallholders’ production mode to green production behavior.Based on this,this article with the production of small farmers green behavior as the research object,taking the 8 district 341 farmer households survey data for the data support,based on the analysis of small farmers green production behavior and related factors,on the basis of from the perspective of policy and to small farmers policy needs and satisfaction index as a representative of the policy.Policy requirements on behalf of small farmers need,if the government policy to meet the production needs of small farmers,to push small farmers to green production,policy satisfaction is small farmers a feedback of the implementation of policy,policy implementation is good or bad influence whether small farmers continue to choose one of the main factors affecting the green production behavior.Based on this,a theoretical analysis on the impact of green agricultural policies on green production behaviors of small farmers was constructed on the premise of rational economic man hypothesis and the goal of benefit maximization.Secondly,based on specific research data,the green production behaviors of farmers were divided into labor intensive and asset intensive.Binary Logistic is used to analyze the factors affecting green production behavior of small farmers,including personal factors,family factors,external factors,etc.On the whole,related factors affecting green production of small farmers are analyzed,followed by focusing on the influence of policies.Under the precondition of control variables related to policy implications can be divided into policy satisfaction and demand to analyze the influence of different green production behavior to small farmers,and then based on the above research results using explanation structure model(ISM)was carried out on the different factors that affect on the green production behavior hierarchy analysis,find out the influence factors of the internal structure and hierarchy between.Related research findings:(1)of chongqing agricultural production factors,such as fertilizer production accounted for nearly two years in gradually reduce,the government continuously promote the development of green agriculture,introduced the relevant policy support,reducing fertilizer instead of initial success,the number of green agricultural products is increasing,but because of the mountain in chongqing,hilly terrain is more,total green development is low,green agricultural products structure to be optimized,The development of green agriculture is organized and the scale is low.(2)The supply and demand of green production policies do not match,and government policies will have an impact on the green production behavior of small farmers,including the actual policy demands of farmers and their satisfaction with the existing policies.However,the policy demand of small farmers does not match the policy supply.(3)In addition to individual characteristics and family characteristics,policies will also have an impact on green production of small farmers,including the actual policy needs of small farmers and their satisfaction with the existing policies.For labor-intensive green production behaviors,the policy demands of small farmers are more inclined to provide insurance subsidies,unified purchase price and professional sales platform policy support.For the capital intensive farmers,more need to provide credit support policies,to provide sales assistance.Policy satisfaction has little influence on the labor-intensive green production behavior of small farmers.Small farmers are not willing to accept the government’s coercion to promote labor-intensive green production.Propaganda and encouragement policies have a higher influence on the capital-intensive production of small farmers.(4)There is an obvious hierarchical relationship among the relevant factors affecting green production of smallholders.On small farmers capital intensive green production the will of the main factors including credit policy requirements,propaganda policy satisfaction,promotion satisfaction,green agricultural products price cognition,dryland area,subsidized loans policy satisfaction,green agricultural products sales assistance policy requirements,financial difficulties and age,is located in the deepest is age.Affect small farmers labor-intensive main factors including production information in the green production will buy hard times,the price policy for agricultural products demand,green agricultural products professional sales platform,production technical training satisfaction policy,enforcement policy satisfaction,agricultural insurance subsidies policy requirements,green agricultural products price cognition,financial difficulties,family labor force,land is difficult,Among them,the number of family labor force and land difficulties lie in the deep level influence,and the deep level influence factors affect the green production behavior of farmers through the influence of upper level factors.In view of the above research conclusions,the following policy recommendations are put forward.(1)increasing green production publicity,to bring into full play the function of government in the development of green agriculture,green production guide,make full use of the good village committees and other grass-roots organizations,increase of green agricultural production publicity and popularization of green agricultural products,establish good professional investors linkage effect of demonstration to depth improve the cognitive level of small farmers to green production.(2)Carry out personalized training for related smallholders according to different production types.Different production types have different requirements for smallholders,so production training should consider the technical usefulness,ease of use and compatibility for smallholders.At the same time pay attention to the production process of small farmers stage change.The green production technology training standard system is established,and the green production technology training is combined with the work completion,and the supporting and supporting system is established in groups,so as to "blood transfusion" for the green production of small farmers and improve the "hematopoietic" function of small farmers.(3)Build online and offline sales assistance platform,expand the market share of green agricultural products,and provide public funds to provide agricultural brand design,agricultural marketing training,agricultural logistics and warehousing for green agricultural products.It will reduce the difficulty of accessing the Internet for green agricultural products,break the information asymmetry between green agricultural products and consumers,increase the sales volume of green agricultural products,and promote the development of green agricultural products market.(4)consider the differentiation between different small farmers policy support,to give support,actively understand small farmers policies demand before the policy support,improve the validity of the policy support,provide guarantee for small farmers to green production,enhance recognition of small farmers to green production policies,promote green production small farmers.
