| In recent years,there have been frequent public health emergencies around the world,especially the novel coronavirus pneumonia epidemic,which has seriously affected social and economic development and human production and life.Therefore,how to effectively deal with emergencies in the field of public health,minimize or avoid the harm caused to society and the public,and enhance urban emergency response capacity has become one of the practical problems that need to be solved urgently in China’s urban construction.The main work of this article is as follows:Firstly,the evaluation and analysis framework of urban emergency response capacity resilience is proposed.Through qualitative analysis,the urban resilience system and emergency management are organically integrated to construct the urban emergency capacity resilience architecture,and the urban emergency capacity resilience index system of resistance,adaptability and resilience is established according to this architecture.Secondly,a dynamic model of urban emergency response capacity resilience is constructed.The infectious disease dynamics method was selected as the method to calculate the index weight of the urban emergency response capacity resilience model.Combined with the urban emergency capacity resilience assessment index system,the correlation between the indicators and parameters of the urban emergency capacity resilience system is analyzed,and the sensitivity analysis of the model parameters is carried out.According to the number of cumulative infections,the significance order of each model parameter was determined,and then evaluated by combining fuzzy analytic hierarchy method,on this basis,a comprehensive SEIR-FAHP urban epidemic prevention and control system evaluation model was constructed.Finally,model case analysis research is carried out.Taking the outbreak of the epidemic in Xi’an at the end of 2021 as an example,the resilience of epidemic prevention and control in Xi’an was evaluated by using the proposed SEIR-FAHP evaluation model of urban emergency response capacity resilience and the epidemic data,and the Net Logo software was used to simulate and optimize the relevant improvement measures,and corresponding strategies and suggestions were given on how to improve the city’s emergency response resilience to public health.Starting from the resilience theory and the theory of the whole process of emergency response,this paper proposes an analysis framework for the resilience evaluation of urban emergency capacity,which gives a new idea for the resilience evaluation of urban system under external disturbances.The SEIR-FAHP model based on the infectious disease dynamics method provides methods and approaches for how to evaluate the dynamic change of resilience of urban emergency response capacity.The research of this paper is expected to provide some reference and reference for how to improve the emergency level of urban public health emergencies. |
