| Achieving equity in primary healthcare is an important part of deepening China’s health reform,and building a high-quality and efficient healthcare system is an important guarantee for the implementation of the Healthy China Strategy.Due to the strong influence of urban and rural economic development,health care resources,health service delivery system and other factors,there is a gap between urban and rural primary health care.Therefore,how to reduce the gap between urban and rural primary healthcare in a scientific,systematic and effective manner is of practical importance to promote the improvement of primary healthcare in urban and rural areas and the alignment of urban and rural primary healthcare.This paper takes the New Public Service Theory,Public Goods Theory,Equity and Justice Theory and Collaborative Governance Theory as the starting point of the study from the actual situation of basic public health services in urban and rural areas,and uses literature research method,comparative analysis method and qualitative research method,the current situation of basic public health services in urban and rural areas,and the results show that the investment in basic public health services in urban and rural areas is not balanced,and urban and rural areas The gap between the resources of basic public health is growing,and although the effectiveness of basic public health services in urban and rural areas has been improved,there are still certain different.The reasons for the nonequalization of basic public health services in urban and rural areas were analyzed and summarized,specifically,deviations in the main responsibility of the government,the mismatch between the affairs and financial powers of basic public health services,the unbalanced supply of health services in urban and rural areas,and the obvious differences in the health awareness of urban and rural residents.On this basis,the paper proposes normative measures in the following areas: giving full play to the government’s public health service function,improving the balanced mechanism of urban and rural health investment,reasonably allocating urban and rural public health resources,promoting the coordinated development of urban and rural diversified economies,and improving the mechanism of urban and rural health service synergy.The research results,studying the problems in the implementation of basic public health services,not only have an important role and value in promoting the process of equalization of basic public health services in urban and rural areas,but also have positive implications for the research related to basic public health services. |
