Research On Crisis Early Warning Management Of Public Health Emergencies In China

As the first link in the crisis management of public health emergencies,timely early warning can win valuable time and operable space for the follow-up prevention and control work.Based on the theory of crisis management and crisis early warning,this paper explores the problems existing in the construction of crisis early warning mechanism of public health emergencies in China by case analysis,and compares with typical foreign cases,and puts forward some suggestions for improvement.Since the SARS incident in 2003,China began to construct the early warning system for public health emergencies,and established an emergency management system with "one case,three systems" as the core.2003 also became the "starting year" for the construction of the early warning mechanism for public health emergencies in China.Subsequently,China experienced the H1N1 incident and the H7N9 avian influenza incident one after another,which became the "starting point" and "positioning point" of crisis early warning of public health emergencies in China respectively.The novel coronavirus pneumonia epidemic,which is still raging from the end of 2019 to now,is a "checkpoint" in the early warning construction of public health emergencies in China.History has proved that although China has made great achievements in the construction of crisis early warning mechanism for public health emergencies,it still exposes some problems,such as the lack of timeliness in uploading monitoring and prediction results,the unclear responsibilities of the main body of crisis early warning release,the unsmooth transmission of crisis early warning information,and the lack of public participation in the crisis early warning process.Therefore,on the basis of analyzing the crisis early warning mechanism of public health emergencies in the United States,Britain and Japan,this paper puts forward that the crisis early warning mechanism of public health emergencies in China should pay attention to the main body of CDC and implement two-way crisis early warning;Unify the main body of crisis early warning and establish an early warning accountability system;Expand information collection channels and improve information disclosure system;Constructing early warning mobilization mechanism and strengthening personnel training.
