At present,the world is in a stage of risk society with frequent disasters of various kinds,and the importance of emergency management is self-evident.However,the outbreak of COVID-19 at the end of 2019 has once again made health emergency management a research hotspot around the world.Health emergency rescue capacity building is a key link to improve the emergency management level of the hospital system.Emergency rescue emphasizes rapid and effective on-site measures to deal with health emergencies,which is an emergency action to minimize losses and prevent the expansion of harm.As a special existence in the hospital system,military hospitals play an important role in health emergency rescue.This study aims to construct a set of evaluation index system of health emergency rescue capability of military hospitals on the basis of grasping the current situation of health emergency rescue at home and abroad,so as to further improve the health emergency rescue level of military hospitals.First of all,this study defines related concepts,expounds the connotation of resilience theory,analyzes the internal compatibility of resilience theory and hospital health emergency rescue,and lays a theoretical foundation for the research.Secondly,it consulted relevant policies and regulations of hospital emergency rescue and invited25 experts in this field to conduct in-depth interviews and opinions based on the current situation of health emergency rescue capacity building in military hospitals.The reliability analysis and consistency test of the consultation results were carried out,and finally a set of evaluation index system of military hospital health emergency rescue capability was constructed,including 6 first-level indexes and 25 second-level indexes,and the weight of each index was determined by AHP.Finally,the score rules were set up and applied research was carried out in two military hospitals,Hospital A and Hospital B.The score of Hospital A was 80.4 and the grade was "good".B Hospital scored 77.4,which is in the "medium" rating.According to the index weight and application results,starting from six dimensions of environmental resilience,institutional resilience,resource resilience,organizational resilience,psychological resilience and technical resilience,the following countermeasures are proposed for the improvement of military hospital health emergency rescue capability:(1)standardize the design layout to enhance the resilience of hospital environment;(2)Improve the hospital management system and process,and strengthen the resilience of the system from the aspects of system integrity and learning ability;(3)Give full play to the supporting role of human and material resources,strengthen the construction of composite rescue personnel,ensure the reserve and distribution of emergency materials,and strengthen the resilience of resources;(4)Deepening the building of emergency command and emergency coordination capacity,focusing on organizational resilience;(5)Optimize the risk communication of health events,promote the construction of psychological resilience,establish a psychological counseling system for employees,strengthen psychological training for employees,actively respond to public opinions,and build a healthy environment for risk communication;(6)Build a digital information support platform to promote smart resilience development in health emergency response.
