| The report of the 20th Party Congress pointed out the implementation of a strategy to actively cope with the ageing population,which covers the promotion of the expansion of quality medical resources and a balanced regional layout.The widespread use of telemedicine has given disadvantaged groups such as the elderly the possibility of better access to medical resources and medical services.Shanglin County in the Guangxi Zhuang Autonomous Region is one of the pioneering regions in healthcare reform and telemedicine services,and rural areas are the ’last mile’ of telemedicine services in Shanglin County.A review of the relevant background and the current state of the literature reveals that rural Shanglin County is facing an ageing population and an uneven distribution of medical resources,and that the rise of telemedicine services can promote equity in medical resources for the elderly in rural Shanglin County.The analysis framework of telemedicine services was constructed based on the theory of welfare pluralism and Anderson’s model,three dimensions of environmental factors,personal characteristics and organisational behaviour were designed,using questionnaire survey method,interview method and a combination of qualitative and quantitative analysis.The resulting interview texts were analysed using the Nvivo12 data processing tool,while the descriptive statistical analysis of the questionnaire survey data was carried out to be able to sort out the dilemmas of telemedicine services for the rural elderly in Shanglin County and propose corresponding countermeasures.The study found that the current telemedicine service for the rural elderly in Shanglin County has three difficulties: it is difficult to sink external resources into the rural telemedicine service,it is difficult to promote personal participation in the rural telemedicine service and it is difficult to connect the organisational process of the rural telemedicine service.After sorting out the dilemmas and their causes,countermeasures are proposed from three aspects: improving the policy environment for telemedicine services,removing barriers to participation in telemedicine services,optimizing the organizational process of telemedicine services.This analyzes the dilemma of telemedicine service in rural elderly groups in Shanglin County,explores how telemedicine can better serve rural elderly groups,which can not only provide theoretical basis for improving Guangxi rural medical and health service system,but also further play the function of telemedicine service in promoting the subsidence of medical resources and realizing the equalization of basic public services.Furthermore,provide suggestions and support for the construction of a healthy China. |
