Public health events in modern society have attracted people’s attention because of their high infectivity and risk superposition,which has become a new test for the modernization of China’s governance system and governance capacity in the transition period.Due to the particularity of public health event governance,the traditional single governance model has been gradually replaced by collaborative governance.As the due meaning of collaborative governance,policy synergy is regarded as the guide of scientific decision-making and collaborative governance actions of the government,and the effectiveness of policy synergy is the premise of transforming institutional advantages into actual governance effectiveness.At present,the management of public health events with the novel coronavirus pneumonia as a typical issue has once again been put on the policy agenda,and the Beijing-Tianjin-Hebei region,due to its unique location conditions,is imperative to conduct coordinated policy management of public problems.From 2014,when the coordinated development strategy of Beijing-Tianjin-Hebei was proposed,to 2021,the three places have abundant institutional joint actions in the field of public health events,but lack of policy coordination practices,and the overall policy coordination status quo is not optimistic.Therefore,in order to effectively avoid the spread of risks and promote the effectiveness of the collaborative management of cross-border public health events,it is urgent to break the concept of administrative barriers and interest protection,and promote the coordination of theoretical exploration and practice of the Beijing-Tianjin-Hebei policy.In order to systematically analyze the policy collaborative development of public health events in Beijing,Tianjin and Hebei,this paper constructs a comprehensive policy collaborative analysis framework based on "structure-process-outcome" based on the guidance of the existing inter-departmental cooperative organization model.Based on the descriptive analysis of the structure of policy coordination operation,this paper introduces the policy quantitative method,and uses the policy text analysis method and the comparative analysis method to carry out quantitative measurement analysis on the process and results of policy coordination operation from four dimensions of "cooperative intention,cooperative target,cooperative subject and cooperative tool".It is concluded that the overall policy coordination intention of public health events in Beijing,Tianjin and Hebei is relatively weak,the stage difference of policy goal coordination is obvious,the degree of coordination participation of policy subjects is insufficient,and the overall structure of coordination of policy tools is unreasonable.Based on this,targeted attribution analysis is carried out from four aspects: collective action logic,holistic governance thinking,high-level promotion governance model,and synergistic suitability of policy tools and policy objectives.Finally,under the guidance of the core concept of holistic governance theory and policy coordination theory,the paper closely focuses on the existing problems and causes of policy coordination in the target area of Beijing,Tianjin and Hebei,and comprehensively weighs four main dimensions of policy coordination and joint construction intention,policy goal coordination value orientation,policy subject coordination network and policy tool coordination behavior norm to put forward corresponding countermeasures and suggestions.We will work hard to translate policy advantages into effective inter-government coordinated governance.
