The advancement and popularization of Internet technology has increased the channels for the public to participate in social governance,and the speed of information transmission and diffusion has become more rapid,which means that the governance of online public opinion has become more complicated.In recent years,public health incidents such as the “Chengdu Seventh Middle School Food Safety” incident,“Jiangsu Hepatitis C Infection” incident,“Changchun Longevity Problem Vaccine” incident,and “New Coronary Pneumonia Epidemic” incidents have occurred frequently because they have seriously harmed the interests of the public.It threatened the safety of the public and caused extensive discussions on the Internet,forming a storm of public opinion on the Internet.In recent years,the country has also realized the importance of public opinion governance,and has clearly proposed that it should do a good job in guiding public opinion and establish a good network ecology.In this context,the governance of public opinion on public health incidents on the Internet has become an important subject of academic research.In the past,the governance of public opinion on public health incidents on the Internet was based on the government’s single-subject model,and good results have been achieved in a certain period of time.However,with the rapid development of the Internet and the vigorous development of new media,this network public opinion governance model has three major dilemmas,including insufficient government public opinion response,the government’s credibility crisis,and the public’s negative behavior,which makes it difficult to operate efficiently.The reason is that the government favors“management” rather than “governance”,the information asymmetry of online public opinion,and the lack of joint participation of multiple subjects are the root causes.It is urgent to construct a new governance model to alleviate existing problems.In December 2019,the National Internet Information Office issued the "Regulations on the Ecological Governance of Network Information Content",which put forward guiding opinions on the management of network information content in the new era.In the regulations,the strategic significance of network information content governance is clarified.In the future work,we will focus on the construction of the network governance system and network ecology to create a good network atmosphere.At the same time,fully mobilize the initiative of various subjects in society,allow multiple subjects to participate in the governance of the network information content ecology,and further improve the management of the network information content ecology.It can be seen that the multi-subject collaborative governance model is very compatible with the concept of public opinion governance of public events in my country,and it can push the governance of public opinion public opinion into a new stage of public health events.This article first defines the concept of public health events,public opinion and Internet public opinion,and introduces the theoretical basis and application of this research.Secondly,by exploring the formation,operation and effectiveness of the government’s single-subject network public opinion governance model,it analyzes the plight of the current public health incident network public opinion governance model and its causes.Thirdly,combined with life cycle theory,public crisis management theory,governance theory,and collaborative governance theory,the public opinion governance main body,public opinion evolution stage,public opinion governance links and model constituent factors of the network public opinion collaborative governance model are defined and constructed The collaborative governance model of public opinion on public health incidents network is based on the source of synergy,synergy behavior as the content,and mechanism guarantee as the cornerstone,and analyzes the relevant advantages of the model.Finally,taking the “Changchun Changsheng Biological Vaccine Falsification Incident” as an example,through the analysis of the guidance and governance process of the network public opinion of the incident,the feasibility of the collaborative governance model of multiple entities is verified t o a certain extent;at the same time,the process of governance of the case network public opinion The remaining problems,such as delayed information release and insufficient transparency,lack of linkage mechanism,and inadequate legal supervision;finally put forward suggestions on the collaborative governance of multiple subjects of public opinion on the Internet of public health incidents,such as establishing timely information health,etc.In the theoretical sense,this article has enriched the research results in the research field of the public opinion governance model of public health incidents to a certain extent;in the practical sense,it provides a certain reference value for the development of public opinion governance of public health incidents in our country.
